Fiat Chrysler to open $30M autonomous driving test facility in Michigan

Fiat Chrysler said Wednesday it's invested more than $30 million in a new facility to develop and test autonomous vehicle and advanced safety technologies at its Chelsea Proving Grounds in southeast Michigan. The facility is the first of its kind for the automaker, which has mostly relied on partnerships with the likes of Uber and Google subsidiary Waymo to develop the hardware and software used in self-driving vehicles and avoided making large investments itself under former CEO Sergio Marchionne. The company this spring announced plans to deliver as many as 62,000 additional Chrysler Pacifica Hybrid minivans to Waymo and make Waymo's tech available in customer vehicles via a licensing deal. The new facility features a dedicated highway-speed track for testing self-driving cars with obstacles, tunnels and other features, a 35-acre safety feature testing area and a high-tech, 6,500-square-foot command center equipped with computers that can track GPS coordinates and test vehicle-to-infrastructure communications. It will allow FCA to test for different levels of automated driving, automatic electronic braking and automated parking simulations, and test protocols from third parties such as the Insurance Institute for Highway Safety, U.S. New Car Assessment Program and European New Car Assessment Program. Testing starts later this month. "The all-new facility at Chelsea Proving Grounds will help support and enable the successful rollout of the company's five-year plan laid out earlier this year," Mike Manley, FCA's new CEO and chief operating officer for the NAFTA region, said in a statement. "Our ability to test for autonomous and advanced safety technologies enables FCA to offer our customers the features they want across our brand portfolio." The Chelsea Proving Grounds, near Ann Arbor, opened in 1954 and now cover about 4,000 acres. About 900 people work there, the company says. President Trump to visit Michigan on Wednesday to attend auto-related event

President Trump will visit the Detroit area on Wednesday for the first time since taking office, the Detroit News reports this morning, to meet with officials of automakers, suppliers and unions, and to attend a rally of autoworkers. Trump might use the event to announce his intentions to roll back fuel-economy standards for cars and trucks. The automakers agreed to the standards, which set a goal of a fleet average 54.5 miles per gallon by the year 2025, under President Obama, but they have lobbied Trump to repeal them. "This is a continuation of a dialogue with the auto industry leaders, and also going back and reconnecting with a lot of the people who elected him," Chris Liddell told the News. Liddell is former chief financial officer of General Motors and now assistant to the president for strategic initiatives at the White House. Trump might also use Wednesday's visit to advocate the House Republicans' proposed replacement for the Affordable Care Act. Later Wednesday, he will attend a campaign-style rally in Nashville, and White House Press Secretary Sean Spicer has said the president intends to hit the road to sell the American public on the Obamacare replacement plan. The auto industry has been high on Trump's agenda - and a focus of his rhetoric to return manufacturing jobs and facilities to the United States. During his first week in office, Trump met privately at the White House with the CEOs of Ford, GM and Fiat Chrysler, and GM CEO and Chairman Mary Barra and Ford CEO Mark Fields are members of Trump economic advisory groups. He has criticized Ford and GM for making cars in Mexico and took credit when Ford scrapped plans for a new plant there. FCA to recall nearly 900,000 vehicles that don't meet emissions standards

WASHINGTON — Fiat Chrysler Automobiles will recall 862,520 gasoline-powered vehicles in the United States that do not meet U.S. emissions standards, the Environmental Protection Agency said on Wednesday. The recall was prompted by in-use emissions investigations conducted by the EPA and in-use testing conducted by Fiat Chrysler as required by U.S. regulations, the agency said. EPA said it will continue to investigate other Fiat Chrysler vehicles that are potentially noncompliant and may become the subject of future recalls. The recall includes 2011-2016 Dodge Journeys, 2011-2014 Chrysler 200s and Dodge Avengers, 2011-2012 Dodge Calibers and 2011-2016 Jeep Compass/Patriots. Fiat Chrysler said in a statement the EPA announcement "has no safety implications. Nor are there any associated fines." "The issue was discovered by FCA during routine in-use emissions testing and reported to the agency," the company said. "We began contacting affected customers last month to advise them of the needed repairs, which will be provided at no charge." Its U.S.-traded shares were down 1 percent. "EPA welcomes the action by Fiat Chrysler to voluntarily recall its vehicles that do not meet U.S. emissions standards," EPA Administrator Andrew Wheeler said in a statement. "We will provide assistance to consumers navigating the recall and continue to ensure that auto manufacturers abide by our nation's laws designed to protect human health and the environment." Fiat Chrysler owners can continue to drive their vehicles, the government said. Due to the "large number of vehicles involved and the need to supply replacement components — specifically to the vehicle's catalytic converter — this recall will be implemented in phases during the 2019," the EPA said In January, Fiat Chrysler agreed to a settlement worth about $800 million to resolve claims by the U.S. Justice Department and state of California that it used illegal software to produce false results on Ran and Jeep vehicles. But that incident involved diesel engines. It is awaiting the outcome of a criminal probe. The hefty penalty was the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules.
