Fiat Chrysler to open $30M autonomous driving test facility in Michigan

Fiat Chrysler said Wednesday it's invested more than $30 million in a new facility to develop and test autonomous vehicle and advanced safety technologies at its Chelsea Proving Grounds in southeast Michigan. The facility is the first of its kind for the automaker, which has mostly relied on partnerships with the likes of Uber and Google subsidiary Waymo to develop the hardware and software used in self-driving vehicles and avoided making large investments itself under former CEO Sergio Marchionne. The company this spring announced plans to deliver as many as 62,000 additional Chrysler Pacifica Hybrid minivans to Waymo and make Waymo's tech available in customer vehicles via a licensing deal. The new facility features a dedicated highway-speed track for testing self-driving cars with obstacles, tunnels and other features, a 35-acre safety feature testing area and a high-tech, 6,500-square-foot command center equipped with computers that can track GPS coordinates and test vehicle-to-infrastructure communications. It will allow FCA to test for different levels of automated driving, automatic electronic braking and automated parking simulations, and test protocols from third parties such as the Insurance Institute for Highway Safety, U.S. New Car Assessment Program and European New Car Assessment Program. Testing starts later this month. "The all-new facility at Chelsea Proving Grounds will help support and enable the successful rollout of the company's five-year plan laid out earlier this year," Mike Manley, FCA's new CEO and chief operating officer for the NAFTA region, said in a statement. "Our ability to test for autonomous and advanced safety technologies enables FCA to offer our customers the features they want across our brand portfolio." The Chelsea Proving Grounds, near Ann Arbor, opened in 1954 and now cover about 4,000 acres. About 900 people work there, the company says. Google Waymo's self-driving car is a modified Chrysler Pacifica Hybrid

For the time being, this is what Google's self-driving car project will look like: FCA is delivering 100 Chrysler Pacifica Hybrids to Google's Waymo self-driving offshoot. According to FCA, the Pacificas are currently being outfitted with Waymo's autonomity equipment, and testing will commence early next year. The setup includes sensors and on-board telematics, and there will be changes made to the vehicle's powertrain and electrics to help it function better as an autonomous vehicle. It's closer to a Jurassic Park style Ford Explorer than something built completely from scratch, but using a minivan platform has helped the project advance rather rapidly. John Krafcik, the CEO of Waymo says that FCA's product development and manufacturing teams have helped them greatly: "FCA's product development and manufacturing teams have been agile partners, enabling us to go from program kickoff to full vehicle assembly in just six months", says Krafcik. In addition to Waymo's test facilities in California, the initial Pacificas have been tried and tested at FCA's proving grounds in Michigan and Arizona. The modifications have been tailored at a joint effort powerhouse in southeastern Michigan. The production Pacifica Hybrid is rated at 84 MPG3 by the EPA. The plug-in hybrid powertrain consists of a 3.6-liter Pentastar unit converted to an Atkinson cycle and a 16kWh Lithium-ion battery. The UAW's 'record contract' hinges on pensions, battery plants

DETROIT - After nearly four weeks of disruptive strikes and hard bargaining, the United Auto Workers and the Detroit Three automakers have edged closer to a deal that could offer record-setting wage gains for nearly 150,000 U.S. workers. General Motors, Ford Motor and Chrysler parent Stellantis have all agreed to raise base wages by between 20% and 23% over a four-year deal, according to union and company statements. Ford and Stellantis have agreed to reinstate cost-of-living adjustments, or COLA. The companies have offered to boost pay for temporary workers and give them a faster path to full-time, full-wage status. All three have proposed slashing the time it takes a new hire to get to the top UAW pay rate. The progress in contract talks follows the first-ever simultaneous strike by the UAW against Detroit's Big Three automakers. The union began the strike on Sept. 15 in hopes of forcing a better deal from each major automaker. But coming close to a deal is not the same thing as reaching a deal. Big obstacles remain on at least two major UAW demands: restoring the retirement security provided by pre-2007 defined benefit pension plans, and covering present and future joint- venture electric vehicle battery plants under the union's master contracts with the automakers. On retirement, none of the automakers has agreed to restore pre-2007 defined-benefit pension plans for workers hired after 2007. Doing so could force the automakers to again burden their balance sheets with multibillion-dollar liabilities. GM and the former Chrysler unloaded most of those liabilities in their 2009 bankruptcies. The union and automakers have explored an approach to providing more income security by offering annuities as an investment option in their company-sponsored 401(k) savings plans, people familiar with the discussions said. Stellantis referred to an annuity option as part of a more generous 401(k) proposal on Sept. 22. Annuities or similar instruments could give UAW retirees assurance of fixed, predictable payouts less dependent on stock market ups and downs, experts said. Recent changes in federal law have removed obstacles to including annuities as a feature of corporate 401(k) plans, said Olivia Mitchell, a professor at the University of Pennsylvania Wharton School and an expert on pensions and retirement. "Retirees want a way to be assured they won't run out of money," Mitchell said.
