GM says it favors fuel-efficiency rules based on historic rates

WASHINGTON — General Motors backs an annual increase in fuel-efficiency standards based on "historic rates" rather than tough Obama era rules or a Trump administration proposal that would freeze requirements, according to a federal filing made public on Monday. The largest U.S. automaker said the Obama rules that aimed to hike fleet fuel efficiency to more than 50 miles per gallon by 2025 are "not technologically feasible or economically practicable." The Detroit automaker said that since 1980, the motor vehicle fleet has improved fuel efficiency at an average rate of 1 percent a year. Fiat Chrysler Automobiles NV said in separate comments that the auto industry is complying with existing fuel efficiency requirements by using credits from prior model years. As a result, even if requirements are frozen at 2020 levels, "the industry would need to continue to improve fuel economy" as credits expire, it added, warning if the government hikes standards beyond 2020 requirements "the situation worsens ... without some significant form of offset or flexibility." Fiat Chrysler and Ford urged the government to reclassify two-wheel drive SUVs as light trucks, which face less stringent requirements than cars. A four-wheel drive version of the same SUV is considered a light truck. Ford backs fuel rules "that increase year-over-year with additional flexibility to help us provide more affordable options for our customers." GM's comments said it was "troubled" that President Donald Trump's administration wants to phase out incentives for electric vehicles. The Trump plan's preferred alternative freezes standards at 2020 levels through 2026 and hikes U.S. oil consumption by about 500,000 barrels per day in the 2030s but reduces automakers' collective regulatory costs by more than $300 billion. It would bar California from requiring automakers to sell a rising number of electric vehicles or setting state emissions rules. The administration of former President Obama had adopted rules, effective in 2021, calling for an annual increase of 4.4 percent in fuel-efficiency requirements from 2022 through 2025. GM has been lobbying Congress to lift the existing cap on electric vehicles eligible for a $7,500 tax credit. The credit phases out over a 12-month period after an individual automaker hits 200,000 electric vehicles sold, and GM is close to that point.

Our 2018 Chrysler Pacifica, being the Limited trim, is a pretty plush place in which to spend some time, with Nappa leather seats, heating and ventilation for those seats, eight-way power adjustments for both front occupants, a heated steering wheel, and seat-mounted screens for the rear. In the black and cream combo of our van, it's a light, airy, and borderline luxurious place to be. But the steering wheel has begun to bother us. Chrysler calls it the "Luxury" steering wheel, and it's exclusive to the Limited trim. It's lovely in appearance with dark leather on the outside, light leather on the inside, and a real metal ring separating the two. Unfortunately, now that it's become bitterly cold in Michigan, the metal ring is freezing our palms. And although the wheel is heated, the only parts that get warm are the leather sections. So while the rest of our hands feel toasty, each one has a slim line that stays chilled where they contact the metal trim. View 12 Photos In the words of LeVar Burton, don't just take my word for it. Assistant Editor Zac Palmer was frustrated by it, too, and feels it betrays the practical nature of the minivan: "I'm a firm believer in function over form in nearly every circumstance. A minivan is the ultimate expression of function in the automotive world, but the steering wheel on our Pacifica does not follow that philosophy. The large metal band going all the way around the leather wheel nearly eliminates the benefit of the warm, heated steering wheel. Once this gets cold, it stays cold, and there's nothing you can do except take solace in the fact that it looks pretty as your palms rest on icy metal." If you're like us and dislike cold hands, the good news is that the wheel isn't featured on the Pacifica Hybrid Touring Plus or Touring L trims. Both also offer packages with heated steering wheels and seats. Of course, skipping the Limited trim does mean missing out on a number of nice luxury features, such as the Nappa leather, 8-way power passenger seat and front seat ventilation, plus dual rear entertainment screens and a Blu-ray player. So you'll have to weigh your priorities to determine whether this steering wheel is worth living with. Ram, Jeep redesigns on hold, Alfa Romeo models may come sooner

Last summer, FCA outlined an ambitious five-year plan that sketched out the company's product intentions for each of its brands through the end of 2018. However, even the best strategies sometimes need tweaking. According to Reuters after speaking with unnamed people at auto suppliers, FCA is now possibly delaying at least a dozen projects in North America for a variety of reasons. From vehicle to vehicle, these postponements allegedly last anywhere from just a few months to over a year. The sources from the suppliers claim that in some cases these tweaks are for engineering and design changes. The next-gen Ram 1500 reportedly has among the shorter delays and is being pushed from mid-2017 to November 2017, according to Reuters. Also, the much-discussed future Jeep Wrangler is allegedly moving a little later to July 2017. Among the vehicles purportedly seeing longer delays, the next-gen Grand Cherokee could get pushed back about a year to 2018. That then forces the launch of the three-row, luxury Grand Wagoneer to be even further away. Jeep's upcoming C-segment CUV and the all-new Chrysler 300, Dodge Charger, and Challenger might also see postponements. The one brand allegedly seeing an accelerated plan is Alfa Romeo. Without going into detail, the sources from these suppliers claim that the Italian automaker is getting even more vehicles for its lineup and could get them even faster than planned. "Those plans need to be flexible and fluid, with the potential to add some vehicles, pull some forward and extend the life cycle of others," FCA said to Reuters about all of these allegations. "We look at these programs on a vehicle-by-vehicle basis." Investment in the auto industry has been a major topic for FCA CEO Sergio Marchionne as of late. He believes consolidation is necessary so that companies aren't burning money on the same projects.
