      Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

      WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

      Enthusiasts will have the opportunity to bid on an overlooked piece of Chrysler history during the huge Bonhams auction taking place in Scottsdale, Arizona, on January 16. Offered without reserve, this LeBaron Town & Country Convertible was first registered to former Chrysler boss Lee Iacocca, and it has covered only 20,500 miles since. The LeBaron Town & Country shares its K platform with numerous Chrysler, Dodge, and Plymouth models built between 1981 and 1989. Nearly every nameplate built on it was mass produced and mass destroyed, but this wood-sided droptop is a rare exception. It's one of 1,105 examples built, and its connection to the man who saved Chrysler (and helped create the original Ford Mustang, the infamous Pinto, and Chrysler's first minivans, among many others) likely helped it reach its 34th birthday in like-new condition, a fate a majority of Ks could only dream of from the wrong side of the Pick-N-Pull fence. Bonhams stated the Town & Country comes from Iacocca's personal collection. The auction house doesn't mention how long the influential executive owned it for, or how many miles he put on it. What's certain is that Iacocca undoubtedly knew there was nothing exhilarating about the 97-horsepower engine that came standard in the LeBaron, so he paid extra for a turbocharged version of the fuel-injected, 2.2-liter four-cylinder that put 146 horses under his right foot. It spun the front wheels via a three-speed automatic transmission.  Our archives indicate Chrysler charged $17,595 for the Town & Country Convertible in 1986, and priced the turbo four at $628, figures that represent about $42,300 and $1,500, respectively, in 2020. While Chrysler's K-based cars haven't set the collector world on fire yet, Bonhams expects this exceptionally clean example will sell for anywhere between $20,000 and $25,000 when it crosses the auction block in sunny Scottsdale. To quote Iacocca, "if you can find a better car, buy it." Or, if you're into faster Mopar products, his personal, 6,500-mile Dodge Viper — the very first regular-production example made — will also cross the block in Arizona.       FCA and Cummins named in diesel emissions class-action lawsuit

      Chrysler is now the first United States-based carmaker to be sued for allegedly skewing emissions results. In a move that sounds eerily similar to the troubles of European manufacturers, Chrysler is claimed to have hid diesel engine characteristics causing emissions as much as 14 times higher than permitted by regulations. According to Bloomberg, the lawsuit alleges that Chrysler, together with its diesel engine partner Cummins, has concealed the nitrogen oxide output of certain Ram vehicles produced between 2007 and 2012. The NOx pollutants were meant to be broken down in a process called regeneration in the truck's NAC system, or NOx Absorption Catalyst, which predated the 2013-introduced SCR, or Selective Catalytic Reduction system. By design, the NAC captures and stores NOx emissions, converting them to nitrogen and oxygen through a catalytic process. The lawsuit claims the Cummins engine's system has a limited capacity to store the emissions, and as a result the pollutants escape, increasing emissions, worsening fuel consumption and wearing down the catalytic converter. The later, cleaner SCR system uses a urea-water injection, and it gradually replaced the NAC on Cummins 6.7-liter engines, as it was first implemented in 2011 and made standard in 2013. As Bloomberg notes, the model years of Ram trucks involved in the lawsuit predate the earliest Volkswagen "Dieselgate" models by two years. The lawsuit, filed on behalf of 500,000 truck owners, accuses Chrysler and Cummins of fraud, false advertising and racketeering. As an underlying motive, the filing mentions a 2001 change in EPA emissions standards. Announced to become effective in 2010, the EPA requirements drove Chrysler and Cummins to try and reach those already by 2007. However, the NAC system is said to have fallen short of these goals, and the filing claims that Chrysler and Cummins chose to "rig" the engines instead. The affected vehicles predate the 2014 merger of Chrysler and Fiat. FCA US has released a statement regarding the lawsuit, saying it will contest the lawsuit "vigorously".
