US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

Poor Chrysler 200 sales blamed for 1,420 layoffs in Sterling Heights

FCA will indefinitely lay off a total of 1,420 workers from its Sterling Heights Assembly and Stamping plants on July 5, according to The Detroit News. This decision will cut a 1,300-person shift that builds the Chrysler 200, and it will also affect 120 people who stamp the sedan's components. The company's statement said the decision would "better align production with demand." FCA plans to give these folks open full-time positions as they become available. Chrysler 200 sales are down 63 percent to just under 18,000 units so far in 2016. After the cuts, there will still be one shift to build the 200, but even then the model won't have much of a future. In January, CEO Sergio Marchionne announced that FCA would discontinue production of the 200 and Dodge Dart because customers were no longer interested in small sedans. All of the roughly 3,000 hourly workers at Sterling Heights have been on a temporary layoff since February 1, according to The Detroit News. They don't go back to work until next week. United Auto Workers Vice President Norwood Jewell released a statement saying that while the "shift reduction at Sterling Heights Assembly is unfortunate, it is not unexpected." However, he was fairly upbeat about the cuts because FCA plans to increase production capacity for trucks and SUVs. "I believe that in the long term this move will be a positive one for our members and the company," he said. During last year's labor negotiations, the UAW's deal reportedly included an agreement for FCA to move 200 and Dodge Dart production to Toluca, Mexico, but the company promised to build the Ram 1500 at Sterling Heights Assembly. FCA spokesperson Jodi Tinson gave no comment about future vehicles at the factory when asked by Autoblog. If you have a lot of money, there are a lot of really wild and exciting cars to choose from. But I feel confident in saying that none of them, none of them, can come close to being as brilliantly badass as this 1963 Chrysler Turbine Car, first spotted by Barn Finds, which, yes, is actually something you can buy and own. And even drive! Here's a quick recap of the Turbine Car in case you're unfamiliar. Back in the 1960s, Chrysler was researching turbine engines for vehicle propulsion, and to get an idea for how well they would work in the real world, they built 5 prototype cars followed by 50 production models. Those latter models did a tour to just over 200 families, each of which spent 90 days driving the cars. According to Motor Trend, the engine produced 130 horsepower and 425 pound-feet of torque, and it was paired with a three-speed automatic. Afterward, the cars were returned to Chrysler, which eventually decided that turbine engines weren't the way of the future. According to Hyman Ltd., the company selling this example, only nine Turbine Cars were spared the crusher, and six were sent to museums. This was one of the cars Chrysler held onto, and it was occasionally loaned to executives and such. It was then sold to William Harrah for his collection and museum near Reno. It later was sold to the founder of Domino's Pizza, and then to the latest owner, Frank Kleptz. Kleptz then worked with GE Engine Services to rebuild the engine and make the car run again. As it sits, the car features its original paint, trim and interior. It comes with spare parts and various documents. And of course it oozes cool, from the whistling engine under the hood to the jet-inspired, Ghia-built body and sleek interior. Plus, you can be sure you won't see another one on the road, unless you happen to be cruising by Jay Leno's garage in Burbank, Calif. It really doesn't get cooler than this. Hyman hasn't listed a price for it, but we're sure it will sell for a massive amount, and it would probably be money well spent.
