Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.

The fortunes of Chrysler Corporation have been on a roller coaster going back decades. If we look to the recent past, one particularly dramatic renaissance occurred in the early-to-mid 1990s. That's when Chrysler emerged from more than a decade of peddling K-car-based products to field a dramatically styled modern new lineup. The headline vehicle for that turnaround was the company's trio of LH-platform cars, among them the Chrysler Concorde. To get a sense of exactly what that car was like, we can't imagine there's a better example than this 1994 Chrysler Concorde for sale right now on eBay Motors. The Concorde was introduced for 1993 alongside the Dodge Intrepid and the Eagle Vision (remember Eagle division?). The cars introduced a new "cab-forward" architecture that instantly made the big sedans' competitors look old. Impressed by the LH sedans' spacious interiors and competent handling, and enthralled with brash-talking, cigar-chomping Chrysler executive Bob Lutz, the automotive media heaped praise on the trio. The LH cars were Automobile Magazine's Automobile of the Year for 1993, and the Concorde ended up on Car and Driver's 10 Best lists in '93 and '94. This second-year Concorde, finished in period-appropriate two-tone exterior with contrasting-color lower cladding, is a time warp. Check out the blue cloth interior, the mesh alloy wheels, and the Infinity cassette stereo. Incredibly, this show car shows just 987 miles on the clock, and the condition certainly seems to support that odo reading. At this writing, the car is at $7,600 after just two bids. The reserve, however, has not been met. There are still a few more days to go in the auction, so it remains to be seen how the market values a top-flight Concorde. Will these Lutz-era Chryslers someday get their due? If so, the time to buy might be now. Chrysler touts Pacifica Plug-in minivan's lower emissions

Put the words "Chrysler" and "minivan" together, and the concept of lower greenhouse-gas emissions may not immediately come to mind – especially given today's news about FCA sister brands Ram and Jeep. Among mass-market automakers, Chrysler and its sister companies (namely Dodge and Ram) have long lagged its competitors in fuel economy, with little in the way of drivetrain electrification. Now, though, Fiat Chrysler says it's taking steps to make some green-vehicle progress via its new Chrysler Pacifica Plug-in Hybrid minivan. Namely, the automaker says the minivan, which can go 33 miles on electric power alone, generates 31 percent less emissions than previous-generation Pacifica, and 24 percent less than the 2017 model-year gas-powered variant. The Pacifica Plug-in, which will be the first hybrid minivan to be sold in the US, has a fuel-economy rating of 84 miles per gallon equivalent, and can go as far as 566 miles on a full tank and full electric charge. That full charge takes about two hours with a 240-volt charger, and 14 hours from a standard, 110-volt outlet. That means that over the lifecycle of the vehicle (estimated at 120,000 miles), the plug-in minivan, which will compete against models such as the Toyota Sienna and Honda Odyssey, may cut emissions by 21 metric tons of carbon dioxide relative to the gas-powered version. That is the equivalent to the annual emissions of about 22 US households, or, as Chrysler put it, 14 commercial flights to Los Angeles from Detroit. Chrysler is pricing the minivan at about $43,000 (or about $35,000 once the $7,500 federal tax credit for plug-in vehicles kicks in) and will start selling the model by the end of March.
