Now's the time to buy a cheap first-gen Chevy Volt

Would you fork over 18 grand and change for a new Chevrolet Volt extended-range plug-in vehicle? If so, there are some for the taking. Since the updated Volt is about ready to hit dealerships, current models have become a lot easier to afford. For some reason, it appears the best deals are in Iowa, recalling some sort of Field of Dreams-style whispering voice luring car shoppers to their first plug-in vehicle, according to EV Obsession. To wit, a couple of 2014 Volts with a sticker price in the $35,000 range are being offered for less than $26,000 in that Midwestern state. Factor in the $7,500 tax credit from the federal government, and the Volt can be had for less than the sticker price of a Toyota Prius C compact hybrid. Chevy started priming that particular pump earlier this year, though didn't appear to have a ton of success. This past spring, Chevrolet was offering some impressive lease deals on the Volt, with monthly payments dropping to less than $250. There's a reason buyers will want to wait for the second-generation Volt. The 2016 version will have a 53-mile all-electric range, up from the 38-mile range in the current version, along with 106 MPGe. Some will say that the style is improved as well, and the first-gen's touch-sensitive control panel was discarded for more buttons. Still, if you're more concerned about price than having the newest car on the lot, now's a good time to shop. And speaking of the current version, sales remain down substantially. Last month, Chevy moved 1,380 Volts, a 45-percent plunge from a year earlier. Through August, Volt sales were down 37 percent this year compared to 2014 numbers, to 8,315 units.

Recharge Wrap-up: Renault Zoe recall, Proterra buses log 2M miles

Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. Recalled vehicles will have the brake hose positions inspected and, if need be, fixed. Read more from Reuters. Proposed legislation in Massachusetts would make the state even more EV friendly. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Seamless operation, peppiness, and a nice suite of equipment make it a top choice for the publication. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary." Recharge Wrap-up: BYD unveils 60-ft electric bus, Honda sticking with hybrids in Europe

BYD has debuted a 60-foot electric bus at the American Public Transportation Association Expo in Houston, TX. The Lancaster bus, as it is called, has a 120-passenger capacity and can drive over 170 miles on a single charge. The articulated bus features low floors and no steps, thanks to in-wheel hub motors. BYD also displayed a 40-foot electric bus that drove the 1,500 miles to the show under its own power (recharging along the way, of course). Read more in the press release below. Honda says it will continue to sell hybrids in Europe, despite the fact that it has stopped selling the CR-Z and Insight due to slow sales. "Our focus at the moment is on our 1.6-liter diesel but we haven't forgotten about hybrid technology," says Honda Europe's Philip Ross. Honda will sell the next-generation Fit (badged as the Jazz) in Europe when it launches next summer, and will sell the next-gen hybrid version beginning in 2016. Honda sold 4,500 of the Jazz hybrid in Europe last year. Read more at Automotive News. XL Hybrids is selling its XL3 Hybrid Electric Drive System in California. The news comes after the California Air Resources Board issued an executive order allowing the aftermarket hybrid conversion for 2012-2014 Chevrolet Express and GMC Savana vans. The XL3 Hybrid regenerative braking conversion increases real-world mpg by about 25 percent. Read more in the press release below. NRG eVgo has finished installing 60 charging stations at the Sony Pictures Entertainment studio lot and offices in Culver City, California. The Level 2 chargers, which will be managed by NRG eVgo, allow employees to charge their EVs during the workday. An average of 90 EVs and PHEVs park at the studio headquarters every day, thanks in part to Sony Pictures' Alternative Vehicles Incentive program for its employees. Learn more in the press release below. Pennsylvania's Public Utility Commission will allow operators of EV charging stations to set prices based on kilowatt hour usage. This change ensures that drivers pay for the actual energy they use, rather than the time they spend charging, since different cars can charge at different speeds. Car Charging Group has already begun using the per-kWh fee structure at its charging stations throughout the state.
