Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

Due to some well-placed connections at General Motors Canada headquarters in Oshawa, a senior member of the gm-volt.com forum with the handle "kickincanada" got about 30 minutes behind the wheel of a 2016 Chevrolet Volt. Kickincanada owns a 2012 Volt, and other than personal reservations over the styling of the new car, he came way nothing but impressed by the second-generation hybrid. He drove the Premier trim, posted his observations on the site, then answered questions for other owners desperate to find out what's coming. He said the interior materials are "more upscale," there is less hard plastic and better leather, the seats are more comfortable, and ergonomically, "Everything is beautifully laid out." Although obviously not as luxurious, the interior reminded him of the Cadillac ELR. Tech touches like a better display, Apple integration, a wireless charging area for the phone, heated rear seats, and a better rear console were also worth noting. As for driving, Kickincanada called it "incredible." The "much more luxurious drive" comes courtesy of a "firm and sporty" suspension setup, less NVH thanks to more sound insulation, quieter Michelin Energy Saver tires, and quieter operation of the genset ICE. He said acceleration from a standstill felt quicker because there was no delay between applying the throttle and the car taking off. He estimates owners should be able to get about 100 kilometers (62 miles) out of the electric mode alone on a full charge, and that the new Volt is "clearly improved in almost every way" (the car's official range, as determined by the EPA, is 53 electric miles). Inspired by his song Born Free and a visit to the pickup factory in Flint, MI, the styling is meant to celebrate the folks that build these trucks everyday. The Silverado sparkles like a beacon under the lights at the SEMA Show thanks to its black metallic-flecked paint and acres of chrome. The shiny stuff covers the custom grille, exhaust stacks, 22-inch wheels, and side steps. In a patriotic nod, silver Stars and Stripes run down the side to offer a little contrast to the dark body. Further emphasizing the pickup's huge size, a trailer carries a pair of Gibbs Sports Quadskis that are decorated to match the truck. Kid Rock takes inspiration from – get this – acid-wash jeans for the interior by combining Sky Cool Gray leather seats with metallic-looking inserts. Appropriate for a musician, there's also a custom Kicker stereo in there, and Made in Detroit logos adorn the door sills and glovebox. Michigan-born Kid Rock visited the Silverado HD assembly plant in Flint, Mich., to meet with the members of UAW Local 598, who built the truck, before driving it to Chevrolet's design studio to share his ideas for its customization. "The Flint plant – and everyone on the line – is the backbone of America," said Kid Rock. "I wanted the design for the truck to be bold, but with features and elements that wouldn't be out of reach for working-class guys." As a result, his Silverado features several enhancements, including a custom chrome grille with the Born Free logo and an enlarged Chevy Bowtie emblem, chrome exhaust stacks and patriotic graphics that flow across the body sides. A unique execution of the patriotic motif was an idea he expressed at the start of the project.
