OnStar to offer 90-day driving assessment, possible insurance discount

General Motors has announced a brace of new features for OnStar, two of which could help you save money assuming you're willing to sign over some (more) personal details. The first is a driving assessment program in which OnStar takes note of certain driving parameters for 90 days, then provides the driver feedback on their driving, both individually and when compared to other drivers in the program, as well as driving tips. Think of it as OnStar's ICE version of the Nissan Leaf's CARWING feature that compares how efficient your electric driving is compared to other BEV drivers. In this case, though, certain drivers will have the chance to share their assessment with Progressive Insurance, and if the numbers are right they might get a "driving-based" discount from the insurance company. The assessment program is voluntary, and requires opting in. It will be available this summer on all new GM cars and some GM vehicles back to 2013. In case this sounds like Big Brother, let's not forget that Big Brother is already here and moved in so long ago that he's a member of the Kiwanis club and is hosting neighborhood block parties. Progressive already has a million enrollees in a program called Snapshot that tracks OBD II data to offer usage-based insurance to provide annual pricing based on how much you drive your car, with discounts of up to 30 percent. The OnStar effort is just another way to do that. The second feature is proximity offers through AtYourService, which notifies drivers to deals and information on their driving route and provides coupons from RetailMeNot and Entertainment Book. Beyond that, a deal with Priceline will let OnStar agents book hotels for you starting this year, there's a tie-in with Dunkin' Donuts, too, but we're fuzzy on those benefits, and third new feature lets Chevrolet owners know when certain parts need replacing. Recharge Wrap-up: EV torque secrets, UC Davis maps future of biofuels

A UC Davis white paper maps out "Three Routes Forward for Biofuels," balancing investment risk with carbon benefits. The first option is "incremental," in which we tinker with the existing biofuel manufacturing infrastructure for small improvements over time. The "transitional" plan suggests integrating cellulosic production and other innovations with existing operations. The third route, called "leapfrogging," would mean building refineries based on new technology such as cellulosic and algae-based biofuels. The paper suggests ways the US could use these three routes together in different areas, and predicts the payoffs in terms of carbon emissions could be significant if the right people are willing to risk the capital. After all, financial advisers are always telling investors to diversify their portfolios to manage risk and rewards in the same way. The seventh round of the inaugural all-electric race season, which was moved from Los Angeles to the streets of Long Beach, will offer fans free grandstand and general admission. The race, which takes place on April 5, 2015, will use a 1.6-mile portion of IndyCar's Grand Prix of Long Beach. Read more at LA Times. Polaris is now offering its 2015 GEM electric vehicles, including the new street-legal eM1400 LSV. The passenger and utility vehicles come in two- to six-passenger configurations, many of which are street legal on roads with posted speed limits of up to 35 miles per hour. The eM1400 LSV utility vehicle seats two, offers 1,250 pounds of payload, 1,250 pounds of towing capacity, a top speed of 25 mph and a range of up to 45 miles. In EVs, more torque does not always equal faster. Green Car Reports found this out when driving the Fiat 500e (with 147 pound-feet) against the similarly weighted Chevrolet Spark EV (with 400 pound-feet). The secret is, at least in part, in the gearing. The Fiat has a 9.6:1 reduction gear, making it quicker at lower speeds despite having far less available torque, while the Chevy uses a 3:1 ratio. The trade-off though, is in top speed. Furthermore, Chevy electronically limits the torque delivery at low speeds, as 400 pound-feet is a lot of launch for the little Spark EV to handle.

Most of the US won't get 2016 Chevy Volt

Every major plug-in vehicle launch in the US has been a patchwork operation, with automakers focusing their initial efforts on targeted locations like California where they expect to sell the most units. Today, we learned that even five years into the plug-in car project, the game remains the same. According to GM, the second-gen Chevy Volt is going to be rolled out in the same manner. In fact, GM is limiting availability of the 2016 model year Volt so much that most of the US will not have access to the car at all. For 39 states, the second-gen Volt will first be available as a 2017 model year vehicle at some point in the spring of 2016. When GM announced the buying process for the new Volt, it made it clear that dealers in California would be the first to place their orders. Hybrid Cars now reports that the first deliveries will be also limited to California and 10 other states that follow the California Air Resourced Board (CARB) rules: Connecticut, Massachusetts, Maryland , Maine, New Hampshire, New Jersey, New York, Oregon, Rhode Island, and Vermont. GM spokesman Kevin Kelly told AutoblogGreen that this is all according to plan. "Chevrolet has a shortened model year for the 2016 Chevy Volt that will have a limited distribution network," he said. "The 2016 Volt will be sold in our strongest EREV markets. The 2017 Chevrolet Volt will begin production early this spring and will be available throughout the country." It appears that non-CARB state Volt customers will be able to order their Volts starting October 1, according to documents posted on Hybrid Cars, where we also learn that 2016 Volt production for California started in August, will begin in late October for the other 10 CARB states, and in early 2016 for the rest of the US. Unsurprisingly, dealers outside of the 11 CARB states have been complaining that they can't order the much-anticipated new Volt for their customers just yet. Related Video:
