Ford Mustang Shelby GT350R named Road & Track Performance Car of the Year

With a 526-horsepower, 5.2-liter V8 that roars to 8,250 rpm, it's really hard to consider the 2016 Ford Shelby Mustang GT350R an underdog in any fight. However, the Shelby held the lowest as-tested price and was only middle of the pack in terms of power in Road & Track's 2016 Performance Car of the Year challenge. The 'Stang's numbers clearly didn't tell the whole story about the potent coupe because Ford's muscle car grabbed the title in this year's test. A model needs to be new or significantly updated to be eligible for the honor, and R&T found an impressive slate of eight candidates this year. The challengers included the Bentley Continental GT3-R, Cadillac ATS-V Coupe, Chevrolet Corvette Z06, Dodge Viper ACR, Mercedes-AMG GT S, and Porsche Cayman GT4. The Ferrari 488 GTB was the most expensive of the bunch with an as-tested price of $347,942, which is five times more than the Shelby. Once the group was together, R&T hustled them over curving roads and on the National Corvette Museum Motorsports Park. There was a lot to love about the Shelby, even in this impressive crew. "With a flat-plane crank and Sport Cup 2 tires, the GT350R is a Mustang turned up to 11," editor-in-chief Larry Webster said in the announcement of the results. The GT350R joins some great company. Past winners include the Porsche 911 GT3 last year and the Corvette in 2013. GM delays 3.0-liter Duramax diesel in Silverado and Sierra pickups

Stricter testing protocols around the world are making it harder for automakers to predict launch timelines. GM is the latest to get caught in emissions nettles, the Detroit carmaker forced to delay the launch of its new Duramax 3.0-liter inline-six diesel for the Chevrolet Silverado 1500 and GMC Sierra 1500. That's what company reps told dealers in a memo seen by Automotive News this week. Dealers and buyers had been promised the Flint, Mich.-built oil-burner in early 2019, but AN wrote that the EPA certification hiccup has turned into a "slight delay." A GM spokesman told Motor1, "[We] did not attribute [the delay] to a single entity, as the truth is this is a collaborative effort between GM and several government entities. We will make the 2020MY Duramax available for dealers orders soon, and expect to deliver the first trucks to customers soon after emissions testing is complete." We know the new 3.0-liter Duramax diesel has 277 horsepower and 460 pound-feet of torque, outdoing Ford's 3.0-liter PowerStroke diesel by 27 hp and 20 lb-ft. But without final EPA paperwork, GM can't release the numbers that will show how the two engines stack up when considering fuel economy and tow ratings. The certification process has been sticky for a few other makers of late, especially since the Volkswagen Group situation in 2015. BMW had to delay the launch of four diesel models in 2016 over EPA testing. The new Ram 1500 dribbled out in a trickle last year for reasons thought to deal with EPA testing, coming as it did a year after the EPA investigated Ram's EcoDiesel engines in 2017 and 2018. More recently, WLTP testing in Europe caught out just about every automaker over there. Since we're almost halfway through 2019, the delay until the 2020 model year is only a few months. Still, GM told dealers to cancel any orders for the engine for this model year. Dealers will need to resubmit the orders once opening begins, but GM hasn't said when production will begin other than "soon." The company said that it will offer 2020-model-year replacement vehicles to customers and dealers. If prices hold into the next model year, the 2020 Silverado 1500 and Sierra 1500 with the inline-six diesel will come at a $3,890 premium over the 2.7-liter turbo four-cylinder, and a $2,495 premium over the 5.3-liter V8.

GM seeks national mandate for zero-emissions cars

DETROIT — General Motors says it will ask the federal government for one national gas mileage standard, including a requirement that a percentage of auto companies' sales be zero-emissions vehicles. Mark Reuss, GM's executive vice president of product development, said the company will propose that a certain percentage of nationwide sales be made up of vehicles that run on electricity or hydrogen fuel cells. GM says a nationwide program modeled on such a requirement in California could result in 7 million electric vehicles, or EVs, on U.S. roads by 2030. California wants 15.4 percent of vehicle sales by 2025 to be EVs or other zero emission vehicles. Nine other states, including Maryland, Massachusetts, New Jersey and New York, have adopted those requirements. In January, California Governor Jerry Brown set a target of 5 million zero-emission vehicles in California by 2030. The Trump administration criticizes California's ZEV mandate, saying it requires automakers to spend tens of billions of dollars developing vehicles that most consumers do not want, only to sell them at a loss. Reuss told reporters that governments and industries in Asia and Europe "are working together to enact policies now to hasten the shift to an all-electric future. It's very simple: America has the opportunity to lead in the technologies of the future." A national mandate also would create jobs and reduce fuel consumption, CO2 emissions and "make EVs more affordable," Reuss added. GM, the nation's largest automaker, will spell out the request Friday in written comments on a Trump administration proposal to roll back Obama-era fuel economy and emissions standards, freezing them at 2020 levels instead of gradually making them tougher. Under a regulation finalized by the Environmental Protection Agency at the end of the Obama administration, the fleet of new automobiles would have to get 36 miles per gallon by 2025, 10 mpg higher than the current requirement. But the Trump administration's preferred plan is to freeze the standards starting in 2021. Administration officials say waiving the tougher fuel efficiency requirements would make vehicles more affordable, which would get safer cars into consumer hands more quickly. GM on Thursday said it doesn't support the freeze, but wants flexibility to deal with consumers' shift from cars to less-efficient SUVs and trucks.
