General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

Through its community-based carbon reduction initiative, Chevy invested $40 million and took part in 38 different projects in 29 different states. NRG eVgo and BMW are partnering to add DC Fast Combo charging to locations around the country. Over the next two years, the groups will bring hundreds of the 50-kW chargers to 25 cities, with 24 of those markets getting at least one installed by the end of 2015. The HollyFrontier Corporation subsidiaries will pay $1.2 million for producing about 42 million gallons of gas that didn't adhere to Reid Vapor Pressure standards, resulting in 10 excess tons of volatile organic compound emissions. Its Salt Lake City refinery will also implement a program to offset past emissions. "This agreement will benefit public health by requiring retrofits of storage tanks at HollyFrontier facilities that will reduce volatile organic compound emissions and use next generation technology to verify these reductions," says Assistant Attorney General John Cruden. "This settlement shows that fuel refiners can and must meet the nation's standards for controlling the emissions that cause ground level ozone and serious health problems for Americans." The Autoblog gang was downright stoked to learn the 2016 Chevy Camaro was next on our test-car docket. Then we found out it was the V6 model. Buzzkill. We were hoping for the snorting V8, or at least the spunky new turbo four-cylinder. The V6? Meh. We've been driving V6 Camaros for, like, six years. It's what you buy if you can't afford anything better, or so say horsepower snobs as they wrinkle their noses and cut their coffee with 93 octane. But after a week with the six-pot Camaro, we'll admit it: we were wrong. The all-new 3.6-liter V6 is strong, sounds good, and is damn fun to drive. Its 335 horsepower and 284 pound-feet of torque appear modest by modern standards, but they power the Camaro to 60 miles per hour in 5.1 seconds with the automatic, or in the case of our manual-equipped test car, 5.2 seconds. That's almost half a second quicker than the new turbo four-cylinder model. Yes, it has the same displacement as the old V6. No, it's not the same engine. Upon closer inspection, the V6's potency shouldn't come as a surprise. This engine is from General Motors' newest family of dual-overhead cam powerplants that launched in the Cadillac CTS and ATS. The strapping V6 is unsuspectingly good, but it's just one of many improvements for the sixth-generation Camaro. Chevy's coupe is lighter, faster, and more modern looking inside and out. It starts with a rear-wheel-drive chassis donated from the Cadillac ATS, though about 70 percent of the components are unique to the Camaro. The 2016 model is about two inches shorter in length (thanks to a shorter wheelbase) and about an inch has been removed from height and width compared to the 2015 model. These lighter underpinnings jumpstarted the Camaro's weight-loss plan, and thanks to extensive use of aluminum, the V6 with the new eight-speed automatic transmission weighs 3,435 pounds – 294 less than its predecessor (the manual-transmission V6 Camaro weighs 3,448 pounds). The V8, meanwhile, sheds 223 pounds. One by one, these elements would merely enhance how the Camaro drives, but taken collectively, they invigorate the new model.
