How real is the Chevy Bolt EV and will it really cost $30,000?

"This is us bragging that we can do this kind of car." That's how Michael Simcoe, GM's executive director for NA exteriors, described the Chevy Bolt EV concept, which made a surprise appearance at the Detroit Auto Show today. While there was talk of a 2017 production debut, this is for sure a concept vehicle. But that means the ideas behind the vehicle are perhaps more important than the details. For example, no one is talking about what size battery might appear in a production Bolt, but Simcoe would talk about how rapid progress in battery improvements made it possible for GM to make the bold Bolt declaration that promises 200 miles and a price tag of around $30,000 (after incentives). But if the Bolt makes it to market, it won't be until 2017 (as rumored) or later, is it really fair to promote the car as being available with a federal tax credit? For one thing, credits for plug-in vehicles may change in the next few years, but if the laws stay the same, each manufacturer is limited to 200,000 vehicles before the credits start to decline. GM is justifiably proud that it's sold over 70,000 Volts thus far, but with a new model coming out later this year and a few years to go until the Bolt potentially arrives, GM could be pushing right up against that 200,000 limit when the Bolt goes on sale. But Volt executive chief engineer Pam Fletcher told AutoblogGreen that, "We're just trying to take some of the confusion out." "Think about talking to the average consumer," she said. "First, going through the explanation of how the federal tax credit was set up, how it's being used and so on. [In the industry, we] have the luxury of understanding the nuances of that regulation, but right now people who aren't in the marketplace, they don't have the luxury of all that. It's already hard to communicate the details so we gave them data in a way that is what they're used to seeing." There was one question that drove the two-year Bolt gestation and design period, Simcoe said: What does a better battery offer a vehicle designer? "We've got a number of spaces we play in for powertrain technology and obviously electrification is one of them," he said. "With Volt 1 and then the Spark EV, with that development and batteries getting better for us, we started doing some practical packaging to deliver a vehicle which was not the traditional aero form which you see around electric vehicles.

Chevy already offering discounts on 2016 Volt

The second-generation Chevrolet Volt has a longer range than the first-generation version, but General Motors doesn't appear to want to take any chances of the extended-range plug-in not being well-received. The US automaker is already offering some cash incentives to make sure the 2016 Volt moves briskly. In fact, GM is offering incentives worth up to $1,000 through November 2 in some states, Green Car Reports says, citing CarsDirect. Most of the country won't get the second-generation Volt until next year, so GM is looking to keep all potential buyers satisfied. That means perks for folks in California, Connecticut, Massachusetts, Maryland, Maine, New Jersey, New York, Oregon, Rhode Island and Vermont - the states where the new 2016 Volt will go on sale first. Buyers can pick up another $500 in incentives by luring a non GM-vehicle owner into buying a new Volt. And then, of course, there's the $7,500 federal-government perk, in addition to any goodies your particular state will throw in via tax breaks. For everyone else, GM is offering as much as $2,500 off the 2015 model year Volt. The 2016 Volt has an MSRP of $33,995, which is actually slightly less than the $34,170 sticker price on the 2015 model. The new version has a 53-mile all-electric range, 15 miles longer than the first-generation Volt. With a lower price and more electric miles, GM hopes to reverse falling Volt sales. Which of these five plug-ins should win the 2017 Green Car of the Year?

It's going to be a competitive race for the 2017 Green Car Of The Year. With a minivan in the running for the first time in ages, the five finalists announced by Green Car Journal today include five very different plug-in vehicles. As Ron Cogan, the editor and publisher of Green Car Journal, said in a statement, "electrification is now considered by most automakers an essential technology for current and future high-efficiency models." Let's check out the list: Toyota Prius Prime, the updated plug-in version of the world's best-selling hybrid. Chevy Bolt, GM's all-new entry into the long-range EV game. Chrysler Pacifica, a family hauler with the ability to go 30 miles on electric power. Kia Optima. The nomination is for the full line-up, but really the hybrid and plug-in hybrid models are the green stars here. BMW 330e iPerformance, one of the automaker's many new plug-in hybrids that bring battery power to models outside the i sub-brand. Green Car Journal will announce the winners at the Los Angeles Auto Show on November 17th, along with some, "other green transportation announcements," whatever that means.
