General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

Smaller Cars Endure Big Problems On Crash Test

In a crash test of 11 of the smallest cars on the market, only one vehicle received an acceptable rating. The rest received marginal or poor ratings in the study, providing evidence that supports a widely held notion that smaller cars are among the least safe on the road. No other vehicle group has performed as poorly on a new crash test than these mini cars, says the Insurance Institute for Highway Safety, the nonprofit group that conducted the testing. The latest results of which were released Wednesday. The Chevrolet Spark was the only car earning an overall "acceptable" rating on the small-front overlap test, and even that vehicle had its shortcomings, IIHS said. "Small lightweight vehicles have an inherent safety disadvantage," said Joe Nolan, the senior vice president for vehicle research at IIHS. "That's why it's even more important to choose one with the best occupant protection. Unfortunately, as a group, minicars aren't performing as well as other vehicle categories." The Mazda2, Kia Rio, Toyota Yaris and certain Ford Fiesta models all received "marginal" overall grades on the test, while the Mitsubishi Mirage, Nissan Versa, Toyota Prius C, Hyundai Accent, Fiat 500 and Honda Fit all earned "poor" ratings. Results from these sub-compact cars fare much worse than vehicles sized just a little bit bigger, IIHS said. Among 17 cars evaluated in the small category, five earned "good" ratings and five more earned "acceptable." Only introduced a year ago, the small-front overlap test has quickly become a key indicator of differences in automotive safety. IIHS introduced it as a way to replicate what happens when the front corner of a vehicle collides with a tree or utility pole at 40 miles per hour. In the real world, these sorts of accidents are more dangerous than others, in part because they bypass the front-end crush zones on most cars. New Chevy Malibu helps parents monitor teen driver's performance

For teens, a driver's license can represent freedom. For parents, it can represent fear. Now there's a way parents can alleviate some of their worries and monitor their teen drivers. The 2016 Chevy Malibu, which debuted Wednesday at the New York Auto Show, contains a new feature that tracks driving performance and helps inexperienced drivers rein in some of their more dangerous habits. Accessed through a password in the car's infotainment system, parents can learn how far their child has driven, how fast they've gone and how many times they've braked hard, among other features. "It's an in-vehicle report card that gives parents information," says Mary Ann Beebe, one of the lead engineers who designed the system. "It's meant to be used as a teaching tool. Parents can sit down and talk with their teen about, 'Here are some areas where you're doing well, and here's some where you can use improvement.'" Car accidents are the leading cause of death for teens ages 16 to 19, and only last week, AAA released a study that found their driving behavior can leave them particularly susceptible to crashes. General Motors had sought ways to help educate and train younger drivers. In an era where data can be harvested from cars, monitoring performance is one way to provide information. Parents access the Teen Driver system in the car through a PIN-number entered into the Malibu's infotainment system. The report card can only be seen in the car – so far, it's not available via a smartphone app, like some other types of on-board diagnostic information. The system is activated by the use of a specially programmed key fob that lets the system know who is driving the car. Once the vehicle recognizes the key fob, it takes preventive measures to ensure safer conduct behind the wheel: Until the driver and front passenger buckle their seat belts, the radio is muted. Safety systems such as forward-collision assist and electronic stability control are automatically turned on. Parents can preset preferred speed limits, and drivers will hear a warning if that sound is exceeded. "We have these great technologies, and we want to make sure we turn them on for the teen," Beebe said. There are no geo-location aspects of the program, and data is stored on the car, not uploaded to the Cloud or even seen by General Motors, she said.
