General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

Stop-start standard in four-cylinder 2015 Chevrolet Impala

Chevrolet has announced that it will include stop-start technology as standard in the entry level 2015 Impala. The result is a nearly five-percent improvement in city fuel economy, also known as one mile per gallon, up to 25 mpg, combined. The 3.6-liter V-6 Impala will not feature stop-start. The 2015 Impala comes equipped with Chevrolet's 2.5-liter Ecotec four-cylinder engine, which will also offer 22 mpg in the city, and 31 on the highway. The 3.6-liter V-6 Impala will not feature stop-start and the mild-hybrid eAssist model from the 2014 MY, which got 29/25/35 combined/city/highway mpg, has been discontinued. Chevrolet spokesman Chad Lyons told Green Car Reports that not even one percent of the 2014 Impalas purchased were the Eco model. So Chevy is trying something different. With a seamless driving experience in mind, the new Impala's stop-start tech features software that governs under what conditions the feature will activate. The engine won't shut off if the car has not reached a speed of six miles per hour, so the start-stop won't be cycling during traffic jams. It can also fire the starter even if the engine has not come to a full stop, which quickens reaction time, particularly in instances of what Chevrolet calls "change-of-mind events." The stop-start function uses information about cabin temperature and humidity as well as battery charge to help determine whether or not to shut off the engine. The 2015 Impala has been engineered to reduce NVH, which will also help create a smoother stop-start experience for occupants, Chevy says. Motor mounts have been updated, and a burlier starter motor will help restart the engine after a stop. The Impala follows the 2014 Malibu as Chevrolet's second vehicle to feature stop-start tech. The four-cylinder model currently makes up over 30 percent of Impala sales. The 2015 Impala will be available beginning this summer, with a base MSRP of $27,735 (including destination charges). The mid-engine Corvette! We just saw blurry photos through the foliage, and are hearts are all aflutter because it means that this car is real. And it's the most " never before" Corvette since 1984. Which leads us to all kinds of wacky theories and speculation. Everybody knows something or heard from a guy. None of those guys (or gals) from GM are talking to Autoblog, to be clear. But that won't stop us from stirring the pot. Let's go over a few point-by-point. The pushrod engine will be replaced by an overhead-cam V8 Car and Driver has repeatedly reported that an overhead-cam engine will come after the mid-engine Corvette's debut with an old-school pushrod. We've heard the same thing firsthand, albeit from a source with no connection to the development of the Corvette or powertrain. "At some point two valves can't pass future emissions regulations," said the guy we know. While the pushrod engine is compact, the design makes it difficult - if not impossible - for sophisticated variable valve timing (and lift) systems that control combustion with more precision. Hasty conclusion: The pushrod engine has a finite life in front of it. This one's a lock, it's a just a matter of when. The new paint facility costs $439 million dollars and adds 450,000 square feet, almost half the size of the existing plant. Plus GM announced another $290 million in upgrades at Bowling Green Assembly. That sure sounds like a lot of money, but you can actually spend that much on a paint booth. Porsche spent 500 million Euros (about $561 million dollars) to add the Macan assembly to its Leipzig, Germany plant in 2014. Chrysler shelled out $850 million for a paint shop in Sterling Heights, Michigan. GM spent $600 million for a new paint shop at the Fairfax (Kansas City) plant. Honda, on the other hand, is working on a thrifty $210 million project in Marysville, Ohio that includes a 300,000 square foot expansion, and the low-volume Acura NSX facility only cost $70 million. Hasty conclusion: The square footage and cost could easily mean a new assembly line instead of (or in addition to) a paint line. And if the NSX plant was really that cheap, GM could have hidden a similar sum in its existing announcements.
