GM drops price of Spark EV to $25,995; lease to $139/month

The drive to lower EV prices continues. GM announced today that the base model 2015 Chevy Spark EV 1LT would get a price cut to $25,995. That's $1,500 less than it used to be but the bigger news might be the lowered lease price. Instead of $199 a month, all that Chevy is asking for to get you into an all-electric Spark now is $139 a month (39 months, with no money due at signing), down from the 36-month, $199-a-month lease cost with a $999 down payment. Sadly, the number of states where the Spark EV can be bought is almost as small as the lease payment: the car is available only in California, Oregon and Maryland (well, Maryland won't be ready until the summer). GM is doing more than just lowering the MSRP. On top of the federal and state tax incentives available, GM is offering bonus cash in all three states ($1,000 in California, $1,200 in Maryland, and $3,500 in Oregon). If you're wondering why those numbers vary so much, take a look at the already-available state EV incentives in play: California offers $2,500 and Maryland $2,300. Somehow, they all balance out. If you do some addition with the $7,500 federal tax credit, you see that the Spark EV can be had for $11,000 off the MSRP no matter where you buy. If you qualify for everything, $14,995 is a darn good deal for an EV, especially one as fun as the Spark. Depending on an individual's tax situation, the Spark EV is eligible for federal tax credit up to $7,500. California and Maryland Spark EV owners may also qualify for a $2,500 California state rebate or $2,300 Maryland excise tax exemption. Additional Chevrolet bonus cash is also available: $1,000 in California, $1,200 in Maryland, and $3,500 in Oregon. After full federal and state tax credits and Chevrolet bonus cash, the Spark EV could be as low as $14,995.

NHTSA, IIHS, and 20 automakers to make auto braking standard by 2022

The National Highway Traffic Safety Administration, the Insurance Institute for Highway Safety and virtually every automaker in the US domestic market have announced a pact to make automatic emergency braking standard by 2022. Here's the full rundown of companies involved: BMW, Fiat Chrysler Automobiles, Ford, General Motors, Honda, Hyundai, Jaguar Land Rover, Kia, Mazda, Mercedes-Benz, Mitsubishi, Nissan, Subaru, Tesla, Toyota, Volkswagen, and Volvo (not to mention the brands that fall under each automaker's respective umbrella). Like we reported yesterday, AEB will be as ubiquitous in the future as traction and stability control are today. But the thing to note here is that this is not a governmental mandate. It's truly an agreement between automakers and the government, a fact that NHTSA claims will lead to widespread adoption three years sooner than a formal rule. That fact in itself should prevent up to 28,000 crashes and 12,000 injuries. The agreement will come into effect in two waves. For the majority of vehicles on the road – those with gross vehicle weights below 8,500 pounds – AEB will need to be standard equipment by September 1, 2022. Vehicles between 8,501 and 10,000 pounds will have an extra three years to offer AEB. "It's an exciting time for vehicle safety. By proactively making emergency braking systems standard equipment on their vehicles, these 20 automakers will help prevent thousands of crashes and save lives," said Secretary of Transportation Anthony Foxx said in an official statement. Chevy EN-V 2.0 coming to Tianjin Eco-City in China

Chevrolet is bringing its EN-V 2.0 to the Sino-Singapore Tianjin Eco-City in China to show off the "Electric Networked-Vehicle" and demonstrate sustainable urban mobility. The small, two-seat EV concept is an updated version of the original EN-V, a vision of getting around in a future world where space is at a premium and clean air is a priority. So what better place to showcase the evolved EN-V than at the Tianjin Eco-City? The Eco-City is being developed as a planned urban space with eco-consciousness built in. The joint venture between China and Singapore offers an alternative to country living and smog-filled cities. Tianjin Eco-City, slated to be completed by 2020, will be able to offer 350,000 inhabitants clean air and water, renewable energy, green transportation and living spaces and, if all goes as planned, jobs for 50 percent of the residents. Currently, only about three square kilometers of the planned 30 square kilometers have been built, with only about 6,000 permanent residents, but there's still time. The EN-V 2.0, as the "Networked" part of its name suggests, not only features mobile internet, but can communicate with other cars around it. Along with GPS and built-in sensors, this connection between vehicles allows the car to drive autonomously (at least in theory - again, there's still time). This is ideal in an urban environment where congestion can be a major issue. The EN-V 2.0 improves upon the original concept with climate control, storage space and all-weather capability, which also make life more bearable and daily commuting possible. We first saw renderings of the updated vehicle in 2012. The Chevrolet EN-V 2.0 will be used in the Eco-City's National Animation Industry Park and Eco-Business Park of the course of the two-week demonstration.
