EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). 2019 Toyota Avalon vs. full-size sedans: How they compare on paper

Full-size sedans aren't exactly in great demand at the moment, and at least one of the vehicles in this comparison has been rumored to be on the endangered species list. Yet, we've just had our first drive in the 2019 Toyota Avalon, and if anything has a chance of rejuvenating the segment a bit, it's an all-new version of what has long been the segment's benchmark. To see how the new Avalon compares, we've put together the below spreadsheet featuring the Avalon's primary apples-to-apples rivals, the Buick LaCrosse and Chevy Impala. We also included the Nissan Maxima, which is comparable in price, sales and non-luxury badge, and which offers the sort of increased driver engagement promised by the new Avalon XSE and Touring trim levels. We also included the outgoing Avalon for reference as well as that car's luxury cousin, the Lexus ES, which can definitely be cross-shopped with the luxuriously trimmed Avalon Limited. On to the spreadsheet. Performance and fuel economy The GM sedans may come standard with four cylinders, including a mild hybrid system in the LaCrosse, but puh-lease. The V6 is the name of the game in this segment, with outputs now surpassing the 300-horsepower mark. The LaCrosse is the horsepower and torque champ, though it also weighs a bit more than the new 2019 Avalon, so acceleration is likely to be comparable. The Impala weighs a lot more and has only a six-speed automatic, so despite having a wee bit more power, one should expect it to be pokier (not a good sign for a car rumored to be on the chopping block). One would expect the Maxima's 300 hp and lowest curb weight to result in the quickest acceleration, but then it's also strapped to a CVT, which despite being better than ever, is still a CVT. Things get worse for Chevy when you consider the Impala's base four-cylinder gets the same 25 mpg combined as the Avalon's V6 — once again a segment best. Now, should you really prioritize fuel economy, the 2019 Toyota Avalon Hybrid really stands out with a 43 mpg rating (or 44 with the base XLE trim) that bests the outgoing Avalon Hybrid. Honestly, after driving this new Hybrid, it actually seems like it would be the best bet for most buyers. There's sufficient power, and it only costs $1,000 more than the comparable V6 version.

2016 Chevy Volt powertrain technical details

The last time General Motors launched a Chevy Volt, it was operating without really knowing how people would use the plug-in hybrid. Sure, it had experience with the EV1, but the Volt was a new kind of car, and you can see in the archives just how much time GM spent explaining this fresh, new powertrain to potential customers. Then, once the vehicle was released, the company collected voluntary data from a large number of owners to learn about their driving and charging habits. The company also asked them what they wanted most in the new version. There's got to be an algorithm buried somewhere in GM headquarters that was used to take all of the numbers GM collected and spat out the headline figures for the 2016 Volt: 50 miles of EV range and 41 miles per gallon. Another important number – price – is something GM isn't talking about yet (expect it in April or May), but the company is sharing some powertrain details about the upcoming car. At a preview lunch in Detroit last week for the SAE 2015 Hybrid & Electric Vehicles Technologies Symposium that's happening now in California, GM engineers Peter Savagian (who is presenting a paper on the new inverter used in the updated Volt) and Tim Grewe (talking about the entire second-generation powertrain) sat down with AutoblogGreen to tell us about the Volt's all-new propulsion system: The overall gist is that the new Voltec 5ET50 drive unit is lighter, smaller and more powerful thanks to a redesigned two-motor traction drive. As previously reported, the new engine is a 1.5-liter DOHC four-cylinder that offers 101-horsepower (at 5,600 RPM). Grewe said it's "great for range extension." The electric motor side of the powertrain offers 149 motoring horsepower from a two-motor, continuously variable transaxle. Initially, the new engine will be made in Mexico. GM will move production to Flint, MI during the first year it makes the 2016 Volt. The battery is slightly bigger in the new Volt – 18.4 kWh compared to 16.5 in the current-gen – and will have less range variation in the cold. GM is also using more of the overall capacity in the pack in the 2016 Volt than in previous versions, but is not saying how much more. GM is not ready to publish acceleration times just yet, but the 2016 Volt has improved numbers, especially when going from 30-60 miles per hour. Most everything on the new powertrain has become more efficient compared to the first-gen Volt.
