General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

Camaro chief: 'rock-star' 4-cylinder set for Mustang fight

It was inevitable, the 2016 Chevy Camaro had to have a four-cylinder engine. The archrival Ford Mustang packs a spunky 2.3-liter EcoBoost four-banger, and everyone from BMW to Subaru uses four-cylinders to great effect to power their sports cars. Now it's Chevy's turn. Again. The Camaro ran the infamous Iron Duke four-cylinder with 88 to 92 horsepower in the 1980s. It was a fuel-economy play at a time when performance was not a priority. After the 1970s muscle-car era, output even for the V8s didn't top 200 hp again until the mid-'80s. Thankfully for enthusiasts, things have changed dramatically in the last 30 years. The gen six Camaro will offer a 2.0-liter inline four-cylinder with 275 horsepower. It's the standard engine, slotting below the 335-hp V6 and the 455-hp V8. But don't mistake the new I4 for an Iron Duke encore. Camaro chief engineer Al Oppenheiser called it a "rock star" and said cars equipped with it feel lighter than V6 models. The four-cylinder (295 pound-feet at 3,000-4,500 rpm) also summons more torque in quicker fashion than the V6 (284 lb-ft at 5,300 rpm). Chevy expects the Camaro to hit 60 miles per hour in "well under six seconds," according to press materials. The Mustang EcoBoost (310 hp, 320 lb-ft) clocks times in the low to mid five-second range. "We're not doing it just so we have one," Oppenheiser said. "We're not doing it because like in gen three you're forced to do it because of fuel economy. We're doing it because it belongs in the car. It has a distinct character." Speaking with Autoblog recently at the Detroit Grand Prix racecourse on Belle Isle, Oppenheiser said he expects the I4 to attract a younger crowd to the Camaro and will put up stiff competition against the V6 for sales. "I've read blogs where younger folks won't buy a Camaro because it doesn't have a 2.0-liter turbo or a turbocharged four-cylinder," he said. "So we're going to excite them." While we talked a lot about four-cylinder engines, Oppenheiser also elaborated on the V6 (It's pretty damn good, too. We drove it.) and the new Alpha platform that the Camaro borrowed from Cadillac. Having not driven it yet, this writer thinks the 2016 Chevrolet Volt appears to be an excellent update to country's flagship hybrid. The current car, though, still has plenty to offer and can hold its Bowtie high. If you'd rather save money on a 2015 than have the latest technology, a Cars Direct rundown of incentives and lease deals on a 2015 Volt shows that fruit is ready to be plucked. With plenty of the current model year on dealer lots, Chevy has more than doubled the rebate to $2,500, and offers 2.9-percent financing for 48 months. If you want to lease, the signing payment is now only $500, down from $1,499. You can get that down to zero dollars if you're trading in a competitor. Payments for 39 months are reduced $50, to $249. So it's officially open season for hardcore Volt haggling. Admittedly, though, it will probably only get better as we get close to the 2016s rolling into dealerships, so you can start lining up a deal now but know your position will only strengthen as the weeks pass.
