Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Chevrolet has not yet released pricing for the Spark EV in Canada. In the US, the Spark EV is available in California, Oregon and Maryland. Read more at Hybrid Cars. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. While the electric supercharger adds to the vehicle's cost and electric energy use, it can improve fuel economy by as much as 20 percent. Read more at Automotive News Europe. Chevy's low-cost pedestrian avoidance to debut on 2016 Malibu

The mainstreaming of safety technologies that began on luxury vehicles will get a big boost from General Motors later this year. The General says it plans to offer 22 driver assistance systems across its product portfolio of 2016 models, starting with the redesigned Chevrolet Malibu - the one that we know will keep tabs on teenagers for the benefit of parents. Pedestrian avoidance will be another of its available options. Instead of kitting the sedan out with numerous and expensive radar arrays, the GM system uses the camera mounted next to the rearview mirror that is already used for the lane-keeping function. New software lets it detect pedestrians, and when it detects a potential collision with one, it can alert the driver and brake autonomously if the driver doesn't react. Eventually, engineers want to give it the ability to do the same with cyclists. Because it uses existing hardware updated with new code, GM says the application costs "a few hundred dollars." GM demonstrated the Front Pedestrian Braking preventing a crash with a dummy pedestrian at speeds up to 15 miles per hour. Automotive News reports that it will reduce the severity of impact up to 40 miles per hour, but "may not be of much use in collisions at higher speeds." Safety engineers will develop and test these and other safety technologies for products around the world at GM's new, 52-acre Active Safety Test Area at its Milford Proving Ground near Detroit. The $14 million facility officially opened Friday. "Our comprehensive safety strategy of helping customers before, during and after a crash continues," said Jeff Boyer, vice president of GM Global Vehicle Safety.

Nissan Leaf sales drop, new Chevy Volt climbs in November

This is probably just how things are going to be from now on. With the second-gen Chevy Volt available in some states and Nissan dragging its heels on getting a true new version of the Leaf onto dealer lots, it's no surprise that plug-in vehicle shoppers are turning to the Volt in a big way. Yes, we know that a pure EV and a PHEV are not the same and that the Volt and the Leaf are quite different cars, but after all of this time tracking the two plug-in sales champions, we feel obliged to continue our monthly look at who's selling how many of what. Here goes. We'll start with the mediocre news. That'd be the Leaf sales, which came in at just 1,054 units last month. That's the lowest monthly sales total for all of 2015 and, in fact, the lowest month of Leaf sales since February 2013. It's also a 60.8 percent drop from November 2014's sales of 2,687. This despite the fact that you can now get a new Leaf with a longer range of 107 miles (vs. 84) for a higher cost. The new Volt (along with the first-gen Volts that are still being sold out there), on the other hand, was up 49 percent, to 1,980 sales. That gave the Volt its best November ever, "on both a total and retail basis," GM says. The Volt beat the Leaf in October, too, and we suspect this is going to be the story until Nissan figures out how to get people excited about a five-year-old model or introduces the second edition.
