GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Big discounts on 2015 Chevy Volt before 2016 model arrives

Having not driven it yet, this writer thinks the 2016 Chevrolet Volt appears to be an excellent update to country's flagship hybrid. The current car, though, still has plenty to offer and can hold its Bowtie high. If you'd rather save money on a 2015 than have the latest technology, a Cars Direct rundown of incentives and lease deals on a 2015 Volt shows that fruit is ready to be plucked. With plenty of the current model year on dealer lots, Chevy has more than doubled the rebate to $2,500, and offers 2.9-percent financing for 48 months. If you want to lease, the signing payment is now only $500, down from $1,499. You can get that down to zero dollars if you're trading in a competitor. Payments for 39 months are reduced $50, to $249. So it's officially open season for hardcore Volt haggling. Admittedly, though, it will probably only get better as we get close to the 2016s rolling into dealerships, so you can start lining up a deal now but know your position will only strengthen as the weeks pass. Chevy Bolt to start at $37,500 before rebates

During the recent debut at the Consumer Electronics Show, Chevrolet only described the 2017 Bolt's cost as "affordable" without any further explanation. Now the company's promo site for the EV spilled the beans of the $37,500 price after destination. That means some buyers could get the five-door hatch for $30,000 after the $7,500 federal tax credit – at least as long as that lasts for the Bowtie brand. State incentives might also reduce the bill even more when the Bolt arrives in late 2016. Chevy wants the Bolt to be a mainstream and affordable vehicle that can attract a wide swath of buyers. The company estimates the five-door's range at over 200 miles, which should be plenty for most customers. The promo site also touts that the batteries can recharge in nine hours from the automaker's 240-volt home charger. Inside, buyers find a high-tech cabin with a customizable 10.2-inch infotainment screen and an 8-inch instrument display. To limit range anxiety, the vehicle's computers can take into account the way an owner drives, the weather, terrain, and more to calculate just how much distance remains from the batteries. The system also pushes people to be greener drivers through a game-like interface that offers rewards and rankings.
