EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). GM is the latest automaker accused of diesel emissions cheating

Volkswagen and Ram need to make room on the diesel-emissions bench for General Motors. America's largest automaker was accused in a lawsuit on Thursday of rigging hundreds of thousands of diesel trucks with at least three so-called defeat devices to ensure that the trucks would meet federal and state emission standards, even if they generated more pollution in real-world driving. According to the complaint, on-road emissions testing conducted for the plaintiffs found that Duramax-equipped trucks produced NOx pollutants, comprised of nitrogen and oxygen atoms, two to five times higher than legally permitted, and "many times" higher than their gasoline counterparts. The proposed class-action lawsuit was filed in federal court in Detroit on behalf of people who own or lease more than 705,000 Chevrolet Silverado and GMC Sierra pickup trucks fitted with "Duramax" engines from 2011 to 2016 model years. The lawsuit seeks remedies including possible refunds or restitution for lost vehicle value, plus punitive damages. It adds to legal problems for Detroit-based GM, which has already paid about $2.5 billion in penalties and settlements over faulty ignition switches linked to 124 deaths. GM joins at least five automakers whose diesel emissions have been scrutinized by regulators or consumers. They include VW, which has admitted to cheating; Mercedes-Benz parent Daimler; Fiat Chrysler Automobiles, Peugeot and Renault. GM spokesman Dan Flores called the claims "baseless," and said the trucks comply with US Environmental Protection Agency emissions standards and California's own tough standards. Shares of GM were down 69 cents, or 2.1 percent, at $32.50 in afternoon trading, after earlier falling to $31.93. The GM lawsuit was filed by several law firms, including Hagens Berman Sobol Shapiro, which helped reach multibillion-dollar settlements with VW on behalf of drivers and dealers. The case is Fenner et al v General Motors LLC et al, US District Court, Eastern District of Michigan, No. 17-11661. The named plaintiffs are Andrei Fenner of Mountain View, California and Joshua Herman of Sulphur, Louisiana. They said they would not have bought their respective 2011 Sierra and 2016 Silverado trucks, or would have paid less for them, had they known about the alleged rigging. Joseph Spak, an RBC Capital Markets analyst, in a research report said "negative publicity" from the lawsuit could drive buyers to trucks from Ford or even Fiat Chrysler's Ram.

Junkyard Gem: 2005 Chevrolet Aveo LS Sedan

The story of Daewoo in North America took some interesting plot turns over the decades. First we had the 1988-1993 Pontiac LeMans, a rebadged Daewoo LeMans. A bit later, Daewoo began selling cars under its own nameplate here, with the Lanos, Nubira, and Leganza available for the 1999-2002 model years. Then Daewoo fled the continent and left warranty service of those cars in the hands of Manny, Moe, and Jack. With GM taking over Daewoo Motors after Daewoo's bankruptcy, we got some Daewoos with Suzuki badges here— the Verona and the Reno— while Chevrolet began selling the South Korean-built Daewoo Kalos as the Aveo for the 2004 model year. This car may not be a gem in the sense that you would want to own one, but it's a gem of automotive history and thus deserves its place in this series (especially because it's one of the rare 5-speed cars sold here). Many (maybe even most) of these cars ended up in the hands of rental-car companies and other fleet users, but we can tell from the three-pedal setup that this car went to a non-fleet buyer. We've had a couple of these cars compete in the 24 Hours of Lemons, where I work as a dignified and respected race official, and they've been amazingly quick on a road course in the hands of good drivers. Power came from this 103-horsepower Opel-designed four displacing 1.6 liters. The Nubira and Lanos got versions of this engine on these shores, too. The LS was the top trim level for the Aveo in 2004, so this car got air conditioning and a halfway decent audio system (by 2004 standards). The seat fabric is industrial-grade stuff, which would have held up well under the steady drip and/or torrents of bodily fluids coating the interiors of rental cars. The 2004 Aveo LS started at $12,045, which comes to about $16,675 in 2020 dollars, so it was a lot of commuter-appliance for the price. The following generation of this car became the Chevrolet Sonic, beginning with the 2012 model year. You can still buy a new Sonic, and the inflation-adjusted price is nearly identical to that of the original AveoÂ… though you might want to move fast if you really want one, because Daewoo stopped selling the Kalos in South Korea not long ago. If you want the rarest member of the Aveo family available in North America, find yourself a hen's-teeth Pontiac G3, the short-lived Pontiac-badged version.
