GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Chevy Bolt will go into production in Michigan in 2016 [UPDATE]

While nothing official has been announced, it appears that General Motors may actually put the all-electric Chevy Bolt into production next year. That's the rumor that Reuters is reporting, citing two sources at suppliers for the upcoming $30,000 EV (although that $30,000 number bears some scrutiny). This rumor does fit in with earlier comments that the Bolt would arrive on the market in 2017. If it gets built, the Bolt will share more than a similar-sounding name with the Chevy Volt: the EV will be put together in metro Detroit. Reuters says the 200-mile electric car (and an Opel version) will be made in "an underused small-car plant north of Detroit," which means the Orion Township plant. GM could make between 25,000 and 30,000 Bolts a year there, if what the suppliers are saying is true. We have asked GM for a statement on this story and will update it if we hear back. UPDATE: General Motors manager of electrification technology communications, Kevin Kelly, told AutoblogGreen that, "Bolt EV Concept is just that – a concept. We're currently evaluating the vehicle program, but do not have any production announcements to make at this time."

Recharge Wrap-up: Tesla factory tour video, Obama rejects Keystone XL

Tesla takes us on a 90-second factory tour in a new video. In the footage, we see humans and robots hard at work putting together the electric cars we all know and love. Pieces of the manufacturing process are interspersed with larger shots of the factory floor. In the end, we see the finished product leave the factory and speed off onto a cone course. Check it out in the video above. President Obama has rejected the proposed Keystone XL oil pipeline. After a seven-year review, he says it would not be in America's interest to build the 1,179-mile pipeline to bring oil from Canada's tar sands to the Gulf of Mexico. He cites passing a bipartisan infrastructure bill as a better way to create jobs, says US gas prices are already falling, and that reducing reliance on fossil fuels is a better way toward energy security. "The industry can find a different way to move that oil," says Christine Tezak, energy market analyst at ClearView Energy Partners. "If prices go up, companies will get the oil out." Read more at The New York Times. Chevrolet is donating a 2016 Volt to support For Inspiration and Recognition of Science and Technology (FIRST). Donations raised from the auction will help the organization bring student robotics projects to communities in need of greater science, technology, engineering and math (STEM) education representation. "The Volt exemplifies technology, and behind the next-generation Chevrolet Volt is a diverse team of engineers who understand the power of science and math," says Chevrolet Marketing Director Steve Majoros. Nissan has been ranked among the top five percent of global corporations in the Carbon Disclosure Project's (CDP) 2015 Climate Change Report. Nissan scored a perfect 100 points in CDP's Climate Disclosure Leadership Index. Nissan's successful Leaf EV, as well as its efforts to reduce well-to-wheel CO2 emissions by 90 percent by 2050, earned the automaker its high marks. "Nissan is providing customers with innovative products and promoting effective use of energy and resource by increasing sourcing diversity, such as with renewable energy and recycled materials," says Nissan Corporate Vice President Joji Tagawa.
