Most of the US won't get 2016 Chevy Volt

Every major plug-in vehicle launch in the US has been a patchwork operation, with automakers focusing their initial efforts on targeted locations like California where they expect to sell the most units. Today, we learned that even five years into the plug-in car project, the game remains the same. According to GM, the second-gen Chevy Volt is going to be rolled out in the same manner. In fact, GM is limiting availability of the 2016 model year Volt so much that most of the US will not have access to the car at all. For 39 states, the second-gen Volt will first be available as a 2017 model year vehicle at some point in the spring of 2016. When GM announced the buying process for the new Volt, it made it clear that dealers in California would be the first to place their orders. Hybrid Cars now reports that the first deliveries will be also limited to California and 10 other states that follow the California Air Resourced Board (CARB) rules: Connecticut, Massachusetts, Maryland , Maine, New Hampshire, New Jersey, New York, Oregon, Rhode Island, and Vermont. GM spokesman Kevin Kelly told AutoblogGreen that this is all according to plan. "Chevrolet has a shortened model year for the 2016 Chevy Volt that will have a limited distribution network," he said. "The 2016 Volt will be sold in our strongest EREV markets. The 2017 Chevrolet Volt will begin production early this spring and will be available throughout the country." It appears that non-CARB state Volt customers will be able to order their Volts starting October 1, according to documents posted on Hybrid Cars, where we also learn that 2016 Volt production for California started in August, will begin in late October for the other 10 CARB states, and in early 2016 for the rest of the US. Unsurprisingly, dealers outside of the 11 CARB states have been complaining that they can't order the much-anticipated new Volt for their customers just yet. Related Video:

Chevrolet has met its goal of preventing 8 million metric tons of CO2 emissions over the last five years. Through its community-based carbon reduction initiative, Chevy invested $40 million and took part in 38 different projects in 29 different states. The projects included supporting wind farms, powering a hospital with landfill gas, helping truckers reduce their idle time and helping create the ongoing #CleanEnergyU dialogue between students and clean energy leaders. NRG eVgo and BMW are partnering to add DC Fast Combo charging to locations around the country. Over the next two years, the groups will bring hundreds of the 50-kW chargers to 25 cities, with 24 of those markets getting at least one installed by the end of 2015. "eVgo will add reliable DC Fast Combo capability to what is already America's largest DC Fast charging network," says eVgo President and CEO Arun Banskota. "This will be the fastest and most cost effective build out of a new network ever – thanks in large part to our existing infrastructure and committed retail host partners." The HollyFrontier Corporation subsidiaries will pay $1.2 million for producing about 42 million gallons of gas that didn't adhere to Reid Vapor Pressure standards, resulting in 10 excess tons of volatile organic compound emissions. Its Salt Lake City refinery will also implement a program to offset past emissions. "This agreement will benefit public health by requiring retrofits of storage tanks at HollyFrontier facilities that will reduce volatile organic compound emissions and use next generation technology to verify these reductions," says Assistant Attorney General John Cruden. "This settlement shows that fuel refiners can and must meet the nation's standards for controlling the emissions that cause ground level ozone and serious health problems for Americans." Bob Lutz builds the case for a mid-engined Corvette

Rumors of a mid-engine Corvette are like automotive industry folklore at this point. Every once in a while, news pops up that it might be happening or is under development, but nothing actually ever comes to fruition as something people can actually buy. The latest spy shots strongly suggest a mid-engine 'Vette is in the cards, yet again, possibly for 2018. Now, an op ed by former General Motors executive (and definite performance car fan) Bob Lutz in Road & Track gives the inside scoop on the history of one of these proposals and lays out how to make it happen today. According to Lutz, the company's engineers believed the C6 ZR1 was at the limit for front-engine, rear-wheel drive performance in that package, and the only solution was to move the powerplant behind the driver. Lutz even got then CEO Rick Wagoner on board. The scheme made it at least as far as clay models for mid-engine versions of the 'Vette and Cadillac XLR. Eventually, a lack of money got in the way, though, bringing the project to an end. Lutz puts a lot of faith in GM's current leaders, especially Mary Barra and Mark Reuss. He thinks the chances of a mid-engine 'Vette happening this time are better than 50 percent. The model, rumored to be named Zora, could offer over 700 horsepower in an ultra lightweight body and be priced at about $120,000 to "suck the doors off everybody."
