Recharge Wrap-up: BMW to test autonomous cars, Korea bans sales of BMW, Nissan, Porsche models

BMW will test autonomous cars on public roads by the second half of 2017. The German automaker, with partners Mobileye and Intel, will operate a fleet of 40 self-driving vehicles using a "scalable architecture" that will be made available to other automakers. The partners plan to offer products ranging from key components to "a complete end-to-end solution" for autonomous driving. Since parting ways with Tesla, Mobileye also recently announced it would provide its technology to Lucid Motors. For BMW, it all leads up to its fully autonomous iNext model slated for introduction in 2021. See the video above, and read more in the press release from Intel. South Korea has banned the sale of certain models from BMW, Nissan, and Porsche over emissions cheating. Following an investigation, regulators determined emissions testing documents to be falsified. The country's Ministry of Environment has fined the three automakers a total of $5.9 million, and revoked the certification of 4,523 vehicles across banned 10 models. China's prices for the Cadillac CT6 Plug-in are significantly higher than those announced for the US. The plug-in hybrid version of the luxury sedan recently went on sale with the two variants priced at RMB 558,800 and RMB 658,800. At the time of this writing, that's $80,420 and $94,812. Cadillac announced it would bring the CT6 Plug-In Í– which is built in China – to the US in the spring of 2017, starting at $76,090 before federal and local tax incentives. Hybrid Cars points out that China's own generous incentives could help to make it more competitive. A Connecticut court has ruled in favor of Tesla's gallery showroom in Greenwich. Last May, the Connecticut Automotive Retailers Association brought the suit to block the showroom on Greenwich Avenue, which has now been dismissed by the Connecticut Superior Court. Tesla cannot offer test drives, sell cars, or operate a Supercharger at the location, but it can sell other branded items and educate the public about its vehicles. It's possible that the issue of Tesla's direct sales model could come up again this year in Connecticut state legislature. Read more at Teslarati .

EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Cadillac is doing a 'second installment' of the CT6-V for $92,790

After being all but certain the Cadillac CT6 would begin pushing American daisies June 1, the brand said "the CT6 was never meant to be fully on the chopping block." The same day we got that news, Cadillac began taking pre-orders for the CT6-V. Limited to 275 units and costing $88,790 after destination, orders came in so quickly that order books closed only hours later. Turns out the phrase "275 pre-order slots" was another slight miscommunication. Cadillac has announced continued production of the CT6-V, this time costing $92,790. In February, Cadillac Society confirmed with the automaker that the 275 figure only applied to pre-orders. It isn't clear how many CT6-Vs will be built in what the brand calls the "second installment," but it is clear that buyers who didn't get in early will pay more. Cars Direct was privy to a letter sent to dealers that said pre-order buyers "were rewarded with a special introductory offer by quickly raising their hand." Those slow on the draw have hopefully used the extra time to fish another $4,000 from their pockets. The elevated price buys the same car that was $88,790 two months ago - nothing has changed but the bottom line. The new MSRP puts more distance between the hot CT6-V and the $89,290 CTS-V. Conversely, the CT6-V with a Blackwing V8 beating 550 horsepower and 627 pound-feet of torque is now just $4,000 less than the coming Platinum V8 trim, which costs $96,790. That Platinum version gets a detuned Blacking putting out 500 hp and 553 lb-ft. The vague phrase "second installment" phrase makes us think Cadillac's not committing to a number so it can cap production at will depending on how this more expensive go-round fares. Still, it's good news for anyone who wanted the sedan new and didn't hit the buzzer quickly enough in January. As if all that weren't surprising enough, GM Authority reported that there's a second-gen CT6 in development. The outlet's sources say the new sedan will move to GM's VSS-R platform, the modular architecture that will replace both the Alpha and Omega platforms. The platform initialism stands for Vehicle Set Strategy - Rear-wheel drive. The car even has a codename: 7ESL, where 7 represents the architecture, E the segment, S the sedan body style, and L the Cadillac brand. Looks like the CT6 will be nothing but surprises this year.
