Weekly Recap: Auto execs face life in prison for recall delays under proposed legislation

The stiff punishments are part of broader transportation legislation, but clearly McCaskill has automakers in her sights.
Missouri Senator Claire McCaskill threw down the gauntlet this week, proposing a bill that could send auto executives to prison for life if they were found to have delayed a recall. She also wants to eliminate the limit for fines for auto safety violations, which are currently capped at $35 million.

EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). A million insects lost their lives today. Boxelder bugs and mayflies making the ultimate sacrifice in Elkhart Lake, their carapaces no buffer against a rocketing rectangle of safety glass. Their bodies gorily streaking into spangles along the diamond-faceted face of the Cadillac CTS-V. Road America is a four-mile ribbon of pavement snaking its way through the emerald center of the country's northern heartland. Since the 1950s it's seen uncountable fields of diverse racing machinery rocket over its hills and around its 14 corners. I would imagine that on those occasions the tramping of onlookers and hubbub of vehicles, both competitive and commonplace, would dissuade a great number of our six-legged friends from making their way onto the track. But today it's just me turning laps. Inconceivably just one journalist, driving the baddest roadgoing Cadillac ever made, on one of the loveliest circuits America has ever carved out. So big-winged bugs made it out to me in a vast array and a tragic sum, and I drilled through them oblivious to anything but one of the greatest days of driving I've ever had. Even with top torque happening near the middle of the tach, there's no small amount of the stuff when the engine first spins up, so launching all 4,145 pounds of Detroit iron still feels exotic.
