GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. GM wants to have 10 plug-in models in China in five years

Last we checked, General Motors was selling all of three plug-in vehicle models in its home country of the US, and is prepared to make the Chevrolet Bolt EV available on these shores later this year. So it's notable that the automaker is hatching plans to have at least 10 plug-in variants for sale in China within the next five years, according to Hybrid Cars. Which plug-ins are coming remains a mystery. GM started selling a hybrid version of the Buick LaCrosse in China this month. The strategy makes sense, as China is now the world's largest car market, and accounts for about a third of GM's annual revenue. The automaker, which operates in China under the SAIC-GM and SAIC-GM-Wuling joint ventures, sells cars there under the Chevrolet, Buick, Cadillac, and Boujun badges, and has been doing so for the better part of two decades. Most recently, GM started selling a hybrid version of the Buick LaCrosse in China this month. What we do know is that GM is building its Cadillac CT6 Plug-in Hybrid in China, with distribution to be split between China and the US. That model, which is scheduled to start sales by the end of the year, is being built overseas because of a combination of Chinese government support for new-energy vehicle technology through incentives and the fact that battery-pack maker LG Chem makes most of its cells in nearby South Korea. The plug-ins are part of a broader plan by General Motors to either introduce or substantially tweak about 60 models by the end of the decade. With such new models, GM looks to boost unit sales by as much as five percent a year for the next few years. As for the other nine plug-in models slated for China by 2021, the company is mum. Hotter Cadillac CT5-V could use the CTS-V's 6.2-liter V8

Cadillac is in the final stages of testing the high-performance variant of the CT5, prototypes are racking up miles all over the world, and a recent report sheds light on the engine screaming between its punched-out fenders. It's a V8, to no one's surprise, but it's not the twin-turbocharged, 4.2-liter unit many believed the sedan would use. Sources familiar with Cadillac's product plan told Car & Driver the hotter CT5 — whose name hasn't been revealed yet — will receive an updated version of the supercharged 6.2-liter V8 that powered the mighty CTS-V. It developed 640 horsepower in the firm's last German-bashing super-sedan, though where engineers will peg the CT5's output remains to be seen. It will roast the rear tires through a paddle-shifted automatic transmission. The publication explained Cadillac chose the 6.2-liter because it's more compact than the 4.2-liter Blackwing engine it developed for the CT6. The former features a pushrod design, while the latter gets twin overhead cams that make it taller and wider. The CT5 is a new model, but its Alpha platform is older than Cadillac's newest V8. Cadillac hasn't announced what will power the flagship CT5. The model is tentatively due out in showrooms before the end of 2020, so we expect to learn more about it in the coming months. Seeing it in the metal for the first time during the 2020 Detroit Auto Show in June isn't entirely out of the question. What's next? If the report is accurate, the much-hyped Blackwing may end up being an orphan engine. It was developed specifically for the Cadillac brand, and inaugurated by the CT6-V that recently went out of production. The many rumors claiming General Motors will put the engine in other models to recoup its investment are falling like dominoes. It won't fit in the CT5, so there's no reason to believe it will end up in the smaller CT4; its flagship version will likely arrive with a twin-turbocharged, 3.6-liter V6 borrowed from the ATS-V. An earlier report claims the next-generation Escalade won't use the Blackwing, either, because making it fit would cost too much. Looking beyond Cadillac, the only General Motors-owned brand that could use the Blackwing is Chevrolet, since we can't imagine the GMC Yukon will get it if the Escalade doesn't. The Tahoe/Suburban duo is off the table, too.
