EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Cadillac was once famous for opulent, V16 luxury vehicles, but this bizarre 16-cylinder 1999 Eldorado that's for auction on eBay Motors isn't much like its ancestors. Dubbed the TwinStar, this beast features a Northstar V8 with 275 horsepower to drive the front wheels and a second Northstar with 300 hp is in the trunk to spin the rear axle. Each mill has its own four-speed automatic gearbox, and the result is a total of 575 hp of all-wheel drive fury in an incredibly weird package. The TwinStar's interior and exterior certainly don't hide the odd powertrain setup. To fit the engine in the trunk, the builders pushed the rear wheels further back and lengthened the wheelbase. There are also scoops low on each side to funnel air to the V8. Inside, there's a second ignition on the side of the center stack, and a digital instrument cluster replaces the glove box. It's sure to confuse any passenger you can convince to take a ride in this thing. Mosler, the supercar company known for models like the MT900, built five TwinStars, according to the auction. The seller links to the original review by Car and Driver, and the magazine noted that the sensation of the two engines working in tandem was rather odd. However, the TwinStar was a capable performer and ran to 60 in 5 seconds in its test. If you want to start your new year with the oddest vehicle possible, the TwinStar's auction sits at $5,600 with the reserve not met as of this writing, and it ends January 2, 2016, at 8:00 PM ET. GM recalls 61k more vehicles in three campaigns

Following a stop-delivery order for its new midsize trucks and a rash of recent recalls, General Motors is issuing three more campaigns covering 60,575 vehicles in North America with 57,182 of them in the US. As of October 1, the automaker has issued a total of 74 recalls (see the ridiculously long chart to the right) this year covering 26,495,070 units in the US.
The largest campaign covers 46,873 examples in the US of the 2008-2009 Pontiac G8 and 2011-2013 Chevrolet Caprice Police Patrol Vehicle imported from Australia. It's possible for the driver's knee to hit the key and make it move from the "Run" to "ACC" position while driving. GM says its Holden division is developing a fixed-blade key that's supposed to fix the problem by only allowing it to rotate toward the "On" position. There has been one crash caused by this fault but no injuries or fatalities.
The second recall is for 10,005 units of the 2004-2007 Cadillac CTS-V and 2006-2007 Cadillac STS-V because "the fuel pump module electrical terminal may overheat." This can cause a flange to melt and allow the pump to leak fuel. GM specifies that the remedy for the CTS-V is replacing the fuel module and fuel tank jumper harness, but it doesn't specify how the STS-V is being repaired.
