GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. GM CEO to meet with U.S. lawmakers over job cuts

WASHINGTON — General Motors Co Chief Executive Mary Barra plans to visit Capitol Hill next week to discuss the company's plans to halt production at five plants in North America next year and cut up to 15,000 jobs, two congressional aides said on Friday. GM has come under harsh criticism from lawmakers from both major political parties, and from President Donald Trump, since Monday when it announced the biggest restructuring for the U.S. No. 1 carmaker since its bankruptcy a decade ago. Barra is expected to meet with lawmakers from Michigan and Ohio, where GM plans to shutter three plants, as well as senior leaders in Congress. GM did not immediately comment. Barra has been calling lawmakers this week to explain the decision to end production. Trump has threatened to revoke subsidies for GM. The Detroit automaker plans to halt production next year at three assembly plants: the Lordstown small-car factory near Youngstown, Ohio; the Detroit-Hamtramck complex in Detroit; and the Oshawa, Ontario, assembly complex near Toronto. It will also stop building several models now assembled at those plants, including the Chevrolet Cruze, the Chevrolet Volt hybrid, the Cadillac CT6 and the Buick LaCrosse. Additionally, GM plans to shutter the Warren transmission plant outside Detroit and a plant that makes electric motors and drivetrains outside Baltimore, Maryland. The Cruze compact car will be discontinued in the U.S. market in 2019, although GM may continue building it in Mexico for other markets, Barra said. Reporting by David Shepardson. Related Video:

2023 Buick Envision prices up by at least $1,900 over 2022

When Buick uploads the configurator for the 2023 Envision, shoppers will find the mid-sized crossover more expensive than the 2022 model. GM Authority got hold of next year's pricing, revealing that MSRPs will go up by $1,900 on the bottom two trims and $5,810 on the top Avenir trim. The new math, which includes the destination charge increasing $200 to $1,395, erases the discounts that arrived with 2022 Envision pricing earlier this year. Retail cost for the coming Avenir with front-wheel drive after the destination charge will be: Preferred FWD: $34,795 Essence FWD: $38,895 Avenir FWD: $47,055 Adding all-wheel drive means another $1,800 on the Essence and Avenir. Doing the same for the entry-level Preferred means pushing MSRP up by $3,650 because of the $1,850 Convenience Package is mandatory when turning the rear axle.  The $1,900 upcharge for Preferred and Essence entails $1,500 for three years of OnStar and Connected Services, GM making the telematics service standard on the Cadillac, GMC, and Buick lineups as well as the Chevrolet Corvette for next year. That leaves the remaining $400 as a pure model-year price bump. The much larger rise for the Avenir is because it comes with a lot more equipment. For 2023 this trim makes the $1,965 and Technology Package II and $1,450 Panoramic Power Moonroof standard. The Technology Package adds enhanced LED headlights, adaptive cruise control, adaptive dampers, enhanced automatic emergency braking and parking assist, and a rear camera mirror with washer. Those bundles represent $3,415 of the upcharge, adding $1,500 for OnStar takes that to $4,915, leaving $895 as the model-year price bump. The rest should be carryover, save for potential changes to the exterior color menu. If there's any big news for the model next year, it would be the potential arrival of an Envision GX that would add about eight inches of overall length, with two of that between the wheels.
