GM seeks to exempt Buick Envision from U.S. auto tariffs

General Motors is seeking an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility, the automaker said on Thursday, in a move to prevent the key model in the brand's U.S. lineup from becoming a victim of the U.S.-China trade war. The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. The Envision, assembled only in China, last year accounted for about 19 percent of Buick brand sales in the United States. GM said in a statement that it filed the request on July 30 with the U.S. Trade Representative. An official notice was posted on Thursday on the regulations.gov website, which is tracking requests for exclusions from the so-called Section 301 tariff on certain imported goods from China. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said the "vast majority" of Envisions, about 200,000 a year, are sold in China. About 41,000 were sold last year in the United States. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such midsize crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. GM has taken other steps to soften the blow of tariffs, which hit just as the automaker had lowered the price of the Envision to make it more competitive. Ahead of the July 6 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate. Envision sales from April through June plunged to just 7,000 vehicles, while inventories climbed to more than 13,000 vehicles at the end of June. At the current sales rate, the Envision supply should be enough to keep many dealers stocked through the end of the year. GM had lowered prices by as much as $2,500 on the 2019 models, which it started shipping in late April. That means Buick's 2,000 U.S. dealers should have lower-priced Envisions to sell well into the fall. "The previous price point was too high" on the 2018 Envision, said Casey Clark, sales manager at Serra Buick GMC Cadillac in Washington, Michigan, in an interview.

It looks like Buick is working on a new Regal GS

When Buick revealed its Regal-badged version of the Opel Insignia/Holden Commodore sedan and wagon, it left out one significant model, the GS. The high-performance Regal was missing in action, but these new spy photos seem to indicate one is coming soon. It looks like it will be pretty subtle on the outside. Upon close examination, we can see that each side of the front bumper features a much larger grille than the normal Regal Sportback and TourX. The thick upper borders on the grilles also look like good places for some LED accent or fog lights. These larger grilles appear to be the only significant difference to the front, though. On the sides, there are slightly deeper side skirts than those on a standard Sportback, and the rear bumper looks to be lifted from the TourX, but without the wagon's aluminum cladding. One other indication that this is a high-performance Regal is the car's front braking equipment. We can make out a Cadillac logo on the front brake calipers, which shows that this isn't running standard Regal stoppers. As for what's under the hood, it's tough to say, but we don't think it will use a turbocharged four-cylinder as the previous generation did. Instead, we think it may be using a V6. That's a hard maybe. The base Regal's turbo four makes as much power as the old GS, and although Buick could crank up the boost for more power, it could also make use of the V6 it will offer overseas. In the mechanically identical Commodore, a 308-horsepower V6 will be available along with a 9-speed automatic and the same type of all-wheel-drive system as the Ford Focus RS. This option would make the upcoming GS more powerful than the old one, and the new standard model, plus offer all-wheel drive. We would like to see even more power than 308, since the top-dog previous-generation Insignia OPC had a 325-horsepower V6. Junkyard Gem: 2006 Buick Lucerne CXL

When The General's Buick Division axed the LeSabre and Park Avenue names in 2005 (after 46 and 30 years, respectively, though the Park Avenue returned a few years later in China), the replacement top-of-the-line Buick sedan became the new Lucerne. It wasn't the Buick with the biggest price tag that year— those honors went to the Terraza minivan and Rainier SUV— but it became the flag-bearer for a bloodline of cushy, prestigious Buick sedans that stretched all the way back to the early days of the American auto industry. Lucerne sales for the 2006 and 2007 model years went pretty well, and now enough time has passed that some of these cars are showing up in the self-service car boneyards I frequent. Here's a first-year example with the optional Northstar V8 engine, found in a Northern California yard last summer. Plenty of American cars have been named after cities in Italy, France, and Spain, but the Lucerne is the only one I can think of that bears the name of a Swiss city (to be fair, the entire Chevrolet Division is named after a Swiss man, so Switzerland didn't really get shortchanged by The General in the naming department). CXL was the Lucerne's mid-grade trim level, sandwiched between the CX and CSX. The high-zoot Lucerne CSX got the 4.6-liter Northstar as standard equipment, but this quad-cam V8 and its 279 horses cost extra on the CXL. The base engine for the CX and CXL was the good old 3.8-liter pushrod Buick V6, rated at 197 horsepower. No US-market 2006 Buick could be purchased new with a manual transmission; this car has a four-speed automatic. In a Buick tradition stretching back to the late 1940s, this car boasts flashy "Ventiports" on the fenders. In past years, the number of ports on each side designated the car's intended swank level; starting with the Lucerne, they indicated the number of engine cylinders. So, when you're crawling around your local Ewe Pullet and looking for Northstars, seek out the Lucernes with the four-hole Ventiports. "Leather-appointed" power bucket seats and "wood-toned" trim were standard on the CXL, as well as an MP3-capable CD player with six speakers. By 2006, most American vehicle shoppers seeking something big and luxurious chose trucks and truck-like machines, but the market still supported quite a few sedan models such as the Lucerne. Most US-market GM vehicles got these little square "Mark of Excellence" fender badges during the late 2000s.
