Best cheap SUVs: You don't have to pay a lot to get a lot

Here's a news flash: Everything is a lot more expensive now! And that definitely goes for new SUVs, with prices that keep nudging higher and higher. Actually "nudging" might be too soft of a description for their motion. "Skyrocketing" is probably more accurate.  While higher prices and hefty interest rates have likely knocked a lot of people out of the new car market entirely, there are still quite a few cheap SUV choices. Better still, they're not terrible! Far from it, in fact. While the lowest price SUVs used to be drab, sorry affairs best left to the lots of Avis and Budget, that is definitely not the case today. Not only are there legitimately appealing cheap SUV choices, they offer genuine differences in character, capability and design. It's not just a series of anonymous boxes with different badges. Below you won't just find a simple list of the cheapest SUVs available. We are actually pointing out the best ones. They are listed from least expensive to most expensive, with none exceeding a starting price of $30,000. Most are subcompacts, but a few of our top choices in the compact SUV segment snuck on. Finally, please excuse the crummy photo quality. We sought out representative trim levels of the prices in question rather than just reusing pretty carmaker-provided photos of the most expensive trim levels. Still, what started life as an undefinable funky tall hatchback now finds itself in its third generation with numerous vehicles of similar shape and size that are dubbed "small SUV" or "small crossover." If it walks like a duck and quacks like a duck ... Call it what you will, but the Soul delivers the goods with tons of equipment and space for its price and size, an agreeable driving demeanor, and an even more powerful engine upgrade than the Kona's. We also think it's pretty cool. All of the above helped it win our subcompact SUV comparison test. Now, if there's one area where the Soul does not satisfy a typical SUV requirement, it's the lack of available all-wheel drive.

GM admits goal of 500,000 EVs by 2017 won't be met

After a little over four years of Chevy Volt sales, General Motors has a better handle on how many people it expects will buy cars with plugs. And it's less than the company thought back in 2012, when then-senior vice president of global product development, Mary Barra, said that GM expected to sell 500,000 "vehicles with electrification" by 2017. In a sustainability report released this week, GM says that half-million vehicle target will not be met but that it still, "believes the future is electric." In the report, GM says that, "For our commitment to electrification, our forecasted outlook currently projects us, along with the broader automotive industry, falling short of expectations for 2017. ... We continue to aspire to our stated goal." GM's electric lineup includes the Volt, the recently popular Spark EV, the slow-selling Cadillac ELR and upcoming Malibu Hybrid, CT6 plug-in hybrid and eAssist technology in the Buick LaCrosse and Regal. GM says it has 180,834 electrified vehicles on the road in the US today. In 2013, it had 153,034; 95,578 in 2012, and 39,843 in 2011. The company's next big plug-in vehicle will be the second-gen Chevy Volt, which is coming to market later this year, followed by the 200-mile Bolt EV coming, we think, in 2017. Pre-owned bargain alert: Buick Regal

For the past couple of years, Buick has been very aggressive in promoting short-term low-mileage leasing. The plan was to get people in the door to experience the new Buick. Once they realized Buicks are now sleek and full of Euro Chic, people might want to buy one. It's debatable if that plan worked, but one thing is for sure: There's a massive amount of low-mileage Buick Regals out there. The price of Regals is all over the map due to lease returns and dealers aggressively discounting 2015 models to get rid of them. But at the $17,500–20,000 range there are a good number of 2013 to 2015 Regals with under 15k miles for sale. The Regal might come with 2.0L Turbo or 2.4L Hybrid. The Hybrid is a bit slow; stick with the Turbo and drive with the traction control off. They all come moderately equipped with leather, heated seats, alloy wheels, and dual-zone climate control. If you have a little more cash to spend, go for the 2012/2013 Regal GS, which is based on the Opel Insignia OPC. The Regal GS comes with 270 horsepower and 295 lb-ft from a turbo engine and a HiPerStrut suspension to reduce torque steer. They all come standard with Brembo brakes, navigation, sunroof, and premium sound system, in automatic or manual. Just make sure you budget money in your savings to replace the front tires. Trust me on this. You can purchase a Camry or Accord with some equipment for under $20,000 with a bit more miles and years than the Regal. But ultimately the Regal feels more premium, drives better, and is less boring. Make the right choice and buy something unique.Related Video:
