Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

Junkyard Gem: 1964 Buick Special sedan

During the 1960s, the most mainstream possible vehicle for American streets was a GM-built sedan, either a full-sized B-Body or a mid-sized A-Body. These cars flew out of showrooms by the millions during the decade, and the angular 1964-1967 A-Bodies (including everything from the affordable six-cylinder Chevrolet Chevelle to the maniacal Pontiac GTO) remain sought-after by collectors to this day... provided that they're two-door hardtops. The post sedans just don't get much attention in 2018, and that's why this fairly solid 1964 Buick Special sedan didn't get rescued on its way to this sorry fate in California. Its final days before it washed up in this self-service wrecking yard, nestled between GM iron a third its age, some used-car lot failed to get $1,199 for this '64. The interior looks good, much better than what you'll see on most unrestored cars with better than a half-century on the calendar. If this car had been a Skylark two-door hardtop, its story would have had a happier ending. The decklid suffers from the kind of rust that California cars get when they sit outside for decades and the weatherstripping goes bad, and then someone at the junkyard pried it open to look for trunk goodies. There's likely to be more rust under the window trim, too. The engine was long gone by the time I got here, but it would have been a 225-cubic-inch V6 or a 300-cubic-inch V8 when new. The upscale 1964 Skylark was the same car, mechanically speaking, but it a more luxurious interior and snazzier body trim. The car that follows the fun anywhere... and above all, it's a Buick! Next Buick Regal coming in 2017, could be imported from Germany

The Buick Regal is based on the Opel/Vauxhall Insignia, a pair of sedans from General Motors' European and British outfits. In fact, over 46,000 Regals from model years 2010 and 2011 were screwed together on the same lines as the Insignia twins, before GM's Oshawa, Ontario factory took over production fully. Considering this closeness, rumors that claim the next-generation Regal - due for 2017 - could move back to Europe aren't terribly surprising. Here's why, according to Automotive News.
Oshawa is home to three other vehicles, aside from the Regal - the Chevrolet Camaro, Impala rental queen and the Cadillac XTS. We already know next-gen Camaro production is headed to Lansing, MI, and that the fleet-only Impala will (finally!) die in 2016. As for the XTS, as AN explains it, sales are so slow that GM will either kill it or just shuffle its production volume elsewhere.
Taken along with the fact that Unifor, the Canadian labor union repping workers at the Oshawa factory, claim GM hasn't made any guarantees about future production at the nearly 60-year-old factory, it seems fairly clear that the Regal's current factory is going to be put out to pasture.
