GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Buick Verano to go turbo-only for 2014?

If VIN tags recently posted online prove accurate, the 2014 Buick Verano may be getting a new base engine. Presently the Verano makes use of GM's 2.4-liter Ecotec four-cylinder engine in non-turbo trim; 2014 documentation appears to indicate that GM's entry-level luxury compact will instead feature a 1.6-liter turbocharged mill.
If this is the same engine seen in Europe, GM Inside News suggests it may offer 192 horsepower and 170 pound-feet of torque - useful improvements over the larger naturally aspirated mill's 180 hp and 171 lb-ft. More importantly, the downsized engine would likely improve on the Verano's current fuel mileage estimates of 21 city and 31 highway.
We like the Verano in both of its current iterations, but the 1.6 turbo engine sounds like a worthwhile upgrade if this reports turns out to be true. Plus, if more performance is your bag, baby, there's always the Verano's optional 2.0 turbo engine with an impressive 250 horsepower and 260 lb-ft from just 2.0 liters of displacement.

Junkyard Gem: 2002 Buick Regal Joseph Abboud Edition

Ever since we saw that snazzy green 2000 Buick Regal GSE last month, with its supercharger and Monsoon Audio speakers, I've made it my junkyard-searching goal to find a genuine Joseph Abboud Edition Regal among the not-so-interesting Luminas and Vues in the GM sections of my local car graveyards. While this publication once stated that the Joseph Abboud Regal was "the low point of the brand" (in my view, the nadir was achieved with the Iron Duke-powered Skylarks of 1980-1985), my great love of designer-edition Detroit cars overrides any so-called rational opinions on the subject. It took less than three weeks of walking the aforementioned junkyard GM sections to find a Regal with the mark of the famous menswear company on the fenders. The heyday of designer-edition cars came during the 1970s, when Lincoln offered Continentals co-branded by Bill Blass, Givenchy, Pucci, and Cartier. At the same time, American Motors teamed up with Levi's and Oleg Cassini, and fashion-industry players continued to work with car manufacturers here and there after that time. It appears that the Abboud package got you nice leather seats with these monograms, plus the stylish fender badges. Otherwise, it was just a nicely-equipped but unspectacular late W-Body. For you GM trivia fans out there, the W platform stayed in production for an impressive near-three-decade span, from the 1988 Pontiac Grand Prix through the (fleet-only) 2016 Chevrolet Impala Limited. The final W-based Regals rolled off the assembly lines in 2005. This car has the 240-horsepower supercharged 3800 V6, so it's the GS version. You could get the Abboud package on the non-supercharged LS Regal as well. If you did, you got the better tires and suspension used on the GS. These Roots-type Eaton M90 blowers are by far the easiest superchargers to find and extract from a junkyard car. In fact, there's such a glut of these things at swap meets that the going price now hovers around 50 bucks. This car looks to have been in decent shape when it arrived in the junkyard. The original owner's manual was still in the glovebox when I found it. The 240-horse supercharged engine was Harley Earl's idea, turns out. He'd been dead since 1969, but that's a technicality.
