U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

We'd never accuse the most recent crop of Buicks of being ugly. Then again, we'd also never argue that they're overly pretty. Instead, they waltz along a middle ground, not standing out while not causing offense. The Buick Avenir Concept occupies no such middle ground – it's gorgeous. A long hood and a short deck fit well with an evolved form of Buick's long-running design language, while traditional highlights such as the waterfall grille and portholes mingle nicely with newer touches, like a beautiful, curvaceous set of rear haunches that bleed into the rear decklid. The cabin, meanwhile, is solidly in the concept realm, with a prominent 12-inch touchscreen as its centerpiece. Like the exterior, the Avenir's cabin is an evolution of current Buick designs, with a curve that tops the dash and feeds into the doors. A higher center console is finished in buffed wood, although the majority of the interior materials appear to be fine leather. Buick Enspire spied for the first time, loses concept's electric powertrain

About a year ago, Buick showed a high-performance electric crossover with wide, aggressive, curvy lines that was called the Buick Enspire. Now we have our first look at the production version. While it does seem to be styled like the crossover, it also seems to have lost its electric powertrain in favor of internal combustion. At the front of the crossover, we can clearly see it has the skinny, scowling headlights of the concept sitting high on the front fascia and flush with the hood. The main grille looks like it may be smaller, but it could also just be that the actual open section of the grille doesn't fill up the grille area of the fascia. In profile, the crossover has an attractive long nose, low roof and rising belt line. The rear shows the most change, as the rear pillars are much thicker, and the taillights don't appear to span the full width of the crossover. It's in the rear that we can also see the evidence that the Buick Enspire will actually be gasoline powered. Looking very closely under the rear bumper cover, we can see two exhaust tips turned to face the ground. Based on the size of the crossover, and the fact a Cadillac XT4 was being driven along with the prototype, the Enspire is probably using the XT4's platform, as well as its mechanical bits. That means it probably has a turbocharged 2.0-liter four-cylinder making 237 horsepower and 258 pound-feet of torque. Power will also probably go through a nine-speed automatic to either the front wheels or all four. This prototype looks to be pretty far along, so we'll probably see the production version in about a year. Considering the Enspire's size and likely powertrain, it may even replace the similar Buick Envision. And since the Envision is Buick's worst selling crossover (unless you count the Regal TourX as one), it would be ripe for replacement.
