U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Not long before the demise of Olds, though, you could buy an Eighty-Eight with the supercharged L67 V6, known as the Luxury Sports Sedan or LSS. These cars are very rare today, but I spotted this '97 in a Denver self-service wrecking yard. These Eaton blowers are now so easy to find in wrecking yards that most of them go unpicked by customers. The going rate for this supercharger is about 50 bucks, because everyone who wants one already has a big hoard of the things. If you have ever wanted to drop a supercharger onto your crapcan race car's engine, now is the time. Performance was respectable for the era, with output of 240 hp and 280 lb-ft. The 3800 was the descendant of the ancient Buick V6, which debuted way back in 1962, so GM had had many decades in which to make it a dependable (though not very smooth-running) powerplant. Yes, you could still buy big ol' sedans with rear drums at the dawn of the 21st century. Did the LSS steal any sales from potential BMW or Mercedes-Benz buyers? Probably not many, though its $27,695 price tag must have looked pretty tempting when compared to that of the much slower $32,960 Lexus ES 300 in 1997. Right now is the best time to make a resolution you'll enjoy sticking with. The reviewers at Popular Mechanics were unable to break the first-year LSS. Buick announces Ultium-based EV for the Chinese market

Buick will expand its presence in the EV segment by launching a five-seater crossover on the Chinese market before the end of 2022. The model will use the Ultium technology developed by parent company General Motors, and it will be closely followed by another electric car. Official details about the model remain few and far between; we don't even know what it will be called yet. The company published an image that shows an electric platform topped by the outline of a crossover, and it clarified power will come from a battery pack with cells "tailored for China." The battery-powered Buick will also be available with the Super Cruise technology found in other General Motors models. The outline shares more than a passing resemblance with the heavily-camouflaged test mule that our spies spotted testing earlier in 2022, but it's difficult to tell whether we're looking at the same car. Trademark filings suggest Buick has several electric cars in the pipeline. While the crossover won't be the first electric Buick — the Velite 6 MAV went on sale in China in 2019 — executives have high hopes for it. To that end, the company will open up to 58 Buick EV City showrooms and over 600 Buick NEV Zones across China. It's also working with "mainstream third-party charging operators" to make over 400,000 charging points available throughout China by the end of 2023. Buick will release additional details about its upcoming electric model before the end of 2022, and deliveries are scheduled to start in the first half of 2023 on the Chinese market. As of writing, it's too early to tell whether the EV will join the Envista on its trip across the Pacific or stay in China. Looking ahead, the brand announced plans to release a second electric car built around Ultium technology before the end of 2023.
