GM seeks national mandate for zero-emissions cars

DETROIT — General Motors says it will ask the federal government for one national gas mileage standard, including a requirement that a percentage of auto companies' sales be zero-emissions vehicles. Mark Reuss, GM's executive vice president of product development, said the company will propose that a certain percentage of nationwide sales be made up of vehicles that run on electricity or hydrogen fuel cells. GM says a nationwide program modeled on such a requirement in California could result in 7 million electric vehicles, or EVs, on U.S. roads by 2030. California wants 15.4 percent of vehicle sales by 2025 to be EVs or other zero emission vehicles. Nine other states, including Maryland, Massachusetts, New Jersey and New York, have adopted those requirements. In January, California Governor Jerry Brown set a target of 5 million zero-emission vehicles in California by 2030. The Trump administration criticizes California's ZEV mandate, saying it requires automakers to spend tens of billions of dollars developing vehicles that most consumers do not want, only to sell them at a loss. Reuss told reporters that governments and industries in Asia and Europe "are working together to enact policies now to hasten the shift to an all-electric future. It's very simple: America has the opportunity to lead in the technologies of the future." A national mandate also would create jobs and reduce fuel consumption, CO2 emissions and "make EVs more affordable," Reuss added. GM, the nation's largest automaker, will spell out the request Friday in written comments on a Trump administration proposal to roll back Obama-era fuel economy and emissions standards, freezing them at 2020 levels instead of gradually making them tougher. Under a regulation finalized by the Environmental Protection Agency at the end of the Obama administration, the fleet of new automobiles would have to get 36 miles per gallon by 2025, 10 mpg higher than the current requirement. But the Trump administration's preferred plan is to freeze the standards starting in 2021. Administration officials say waiving the tougher fuel efficiency requirements would make vehicles more affordable, which would get safer cars into consumer hands more quickly. GM on Thursday said it doesn't support the freeze, but wants flexibility to deal with consumers' shift from cars to less-efficient SUVs and trucks.

Buick Avenir will be made...as a trim level instead of a car

Almost two years after Buick showed the gorgeous Avenir concept, the company announced the Avenir name will reach production. Specifically, it will be a top-tier trim level for 2018 model year Buicks. It's taking a page from GMC's Denali, Lincoln's Black Label, and, well, plenty of examples of extra-fancy sauce. This is disappointing news for fans of the concept, but they can take solace in the fact that the Avenir's good looks are starting to rub off on production Buicks, such as the new LaCrosse. For those interested in what this new Avenir trim will bring to the table, it's a similar formula to what many other auto brands are doing. Buick specifically compares Avenir with the Denali trim for GMC. Models with the trim will get a special 3D mesh grille inspired by the Avista concept, large wheels and unique trim finishes outside. Inside, Avenir models will receive a nicer interior, which Buick generically described as having "unique seat details" and "modern trim materials." Cars equipped with the package will also get a smattering of Avenir badges. Avenir looks like a win-win: interested buyers get some extra cachet and bragging rights and Buick gets to load high-profit options on it cars and SUVs. Buick's inspiration for the Avenir trim is a bit strange, though. The company says it is "inspired by Buick's evolving customer base," which includes women and owners of competing products. Apparently both groups are buying Buicks in greater numbers, and the company also says that many of their customers opt for the most expensive trims. While it seems straightforward to tailor a package for luxury-seeking buyers, we're not sure what would make a package specifically appeal to women and people with competitors' vehicles. That being said, Buick isn't as patronizing as Cosmopolitan was with its car. In fact, quite the opposite. Audi tops Consumer Reports' brand rankings while Tesla leads domestics at eighth

Tesla supplanted General Motors' Buick division as the top-ranked US automaker in Consumer Reports annual brand rankings, though the electric-vehicle maker finished eighth among global automakers. Buick had finished atop CR's domestic car-brand list for three years before Tesla leapfrogged it. Scores were calculated from a combination of performance, owner satisfaction, and reliability. CR noted that Buick scored big on reliability but not so high on performance, while Tesla appeared to present the opposite case. Volkswagen's Audi division repeated as the best overall brand for the second straight year, beating out VW's Porsche unit, BMW, Toyota's Lexus division, and Subaru. Kia and Mazda followed those brands, while Honda finished ninth, between Tesla and Buick. Consumer Reports took results from 31 brands. Reliability issues related to the Toyota Tacoma helped drop that Japanese automaker out of the top 10. Take a look at CR's results for its Annual Brand Report Card here. That Tesla, Audi, and Porsche placed so high is topical, given some of the issues plaguing those automakers. Audi, Porsche, and their parent VW have been coping with the effects of the diesel-emissions scandal that broke back in 2015. The scandal has cost Europe's largest automaker billions of dollars, and forced VW to put a stop-sale on diesel-powered cars in the US in late 2015. And while the Tesla Model S improved from the "worse-than-average" label CR gave it in its 2015 Annual Auto Reliability Survey, the problematic falcon-wing doors on the Tesla Model X SUV pulled that model's reliability scores lower last year. Additionally, the Model X's climate-control system and door locks have also caused issues. Toyota and Lexus finished atop CR's reliability rankings last year. Related Video:
