2013 Buick Encore nets strong IIHS, NHTSA safety scores

After being crushed from every which way and rolled over like a labrador, the 2013 Buick Encore has been named a Top Safety Pick by the Insurance Institute for Highway Safety. To earn the accolade, a vehicle must achieve the highest rating of "Good" in each of the institute's four main crash tests: Front Moderate Overlap, Side, Rollover and Rear. The Encore aced those four tests with "Good" ratings, but missed out on the coveted Top Safety Pick+ designation by receiving a Poor rating in the institute's new Front Small Overlap test. To be named a Top Safety Pick+, the Encore would need to score at least an "Acceptable" rating in the new test, as well as "Good" in all four original crash tests.
Despite the miss, the Encore joins the Enclave, LaCrosse, Verano and Regal as Top Safety Picks all. If you count only the Encore with all-wheel drive, then all five Buicks have also earned five-star overall ratings from the National Highway Traffic Safety Adminstration, making Buick one of the few manufacturers to offer a full lineup with high scores from both safety rating organizations.
The front-wheel-drive Encore, despite performing equally as well as the all-wheel-drive version in NHTSA's crash tests, only earned four stars overall. As far as we can tell, the discrepancy between the two is because some safety equipment, like Forward Collision Warning and Lane Departure Assist, are optional features on the FWD Encore and standard on the AWD model.

GM recalls 740,000 vehicles over daytime running light issue

General Motors is recalling over 740,000 vehicles due to a daytime running light issue that causes all of the affected cars to run afoul of Federal Motor Vehicle Safety Standards. Vehicles affected by this recall are spread across many of GM’s brands. Models include the 2020-2023 Cadillac CT4 and CT5, 2021-2023 Buick Envision, 2022-2023 Cadillac Escalade and Escalade ESV, 2022-2023 Chevrolet Silverado 1500, Suburban, Tahoe and 2022-2023 GMC Sierra 1500, Yukon, and Yukon XL. GM says that the daytime running lights may remain on in these cars when the headlights are activated. This is a problem, because FMVSS rules require that the daytime running lights deactivate once the headlights turn on. If the DRLs remain on, GM says that could result in additional glare, thereby increasing the risk of an accident. The cause of this failure to deactivate the DRLs comes from body control module software that “under a combination of certain pre-conditions, could fail to deactivate the DRLs,” according to GM. Other GM vehicles were tested, but due to a difference in software or hardware, they remain unaffected. If this is reminding you of another recent GM recall, youÂ’d be right, as GM recalled another 340,000 vehicles for the same issue last month. After that original issue was found within GM, the company began looking into its other cars to determine if the population was larger than originally thought. GM found the additional vehicles included in todayÂ’s recall have the problem. The fix will either be via an over-the-air update or it will require you to bring the vehicle into a dealer for a software update, depending on which vehicle you have. GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened.
