U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

GM says over 40% of new China launches in next five years will be EVs

SHANGHAI — General Motors is planning an electric car offensive in China with more than 40% of its new launches in the country over the next five years set to be electric vehicles (EVs), the U.S. carmaker said on Wednesday. GM's electric vehicles, many of which will be all-electric battery cars, will be manufactured in China with almost all parts coming from local suppliers, the company said in a statement released at its Tech Day event in Shanghai. Reuters reported earlier on Wednesday that GM was planning to overhaul its Chinese line-up to stem a slide of sales after more than two decades of growth in a country that contributes nearly a fifth of its profit. GM's new China boss Julian Blissett told Reuters that new technologies, such as EVs and cars with near hands-free driving for highways, would play a key role in GM's China initiatives, which are part of a push to get annual sales in the country back to the 4 million peak it hit in 2017. GM did not say in its statement how many new or significantly redesigned models it was planning to launch in China over the next five years. "China will play a crucial role in making our vision a reality," GM CEO Mary Barra said in the statement, referring to its initiative to create what it describes as a future of "zero crashes, zero emissions and zero congestion" through electrification and smart-driving technologies. GM has said it plans to invest more than $20 billion in electric and automated vehicles globally by 2025. It was not clear how much of that investment will be spent in China. Spy photos of the upcoming Buick Regal wagon, via the Opel Insignia

We're pretty sure Buick is working on a Regal wagon. And because the Regal is the Opel Insignia on the other side of the pond, these spy photos show us what's in store when it eventually turns into a Buick. The rakish wagon was lightly camouflaged, giving us our best look at the upcoming vehicle. The wagon shares a lot of the same design cues as the Insignia sedan that we spotted earlier. The bottom of the front end is covered in heavy camouflage, masking the wagon's grille. It's unsure to tell whether the black nostril-like pieces sitting above the grille are vents or just tape. The prototype still shares the same upright nose as the model we spotted earlier, giving the wagon a wider stance than its predecessor. The side profile of the wagon is sleeker, thanks to the extra four inches between the axles, than the current model is, with the design mimicking that of a shooting brake instead of a traditional wagon. The rear end of the wagon is also more upright with the taillights and bottom part of the fender jutting out beyond the glass. The boxy design sitting atop of the rear end doesn't match the rest of the vehicle and appears to be a part of the car's camouflage. With the tunnel-like design at the top gone, the rear end would have a more streamlined design. With the next Regal expected to continue on as a rebadged Insignia, the likelihood of a Regal Wagon in the US look good, but aren't set in stone. Late last year, Buick filed two trademarks for "Tourx" and "Regal Tourx," pointing towards a high-riding wagon with all-wheel drive. Imagine these spy shots with a taller suspension and some crossover-inspired trim pieces and you have a wagon that could take on the likes of the Subaru Outback and Audi Allroad.
