U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Refreshed 2019 Buick Envision gets sharper edges, optional nine-speed transmission

After 18 months on the market in the United States, the Buick Envision took its place as the third-best-selling vehicle among Buick's eight models, slotting in behind the Encore and Enclave. January sales this year jumped 13.7-percent year-over-year, just a few hundred behind the Enclave. Now, the Chinese-made compact SUV gets a modest makeover, but buyers of the 2019 Buick Envision will need to reach up into the upper trims to access the best of what's new. The big mechanical upgrade comes with the option of GM's Hydra-Matic 9T50 nine-speed automatic instead of standard the six-speed. However, that appears to be limited to just two of the five available Envision trims: Premium I and Premium II. The base, Preferred, and Essence models stick with the six-speed only. Design changes center around the front and rear fascias. The grille motif switches to a be-winged Buick emblem - in tri-color spec, not monochrome - over the previous waterfall, matching that of the sibling crossovers. The lower front fascia gets redrawn, with the fog lights at the edges now sitting in square recesses with reworked chrome trim and sharper edges on the bumper. Premium trims move up from HID projectors to bi-LED headlights, while the other three trims shed their composite halogens for HID lights. According to the 2019 order guide, Ebony seats with Dark Plum interior accents leave the menu, replaced by Dark Galvanized leather seats with Ebony trim. White interior lighting will illuminate the instrument panel and door trim, replacing Ice Blue, and comfort/convenience tweaks come in the form of wireless phone charging, an cabin air ionizer and a button to shut off the stop-start system. The latter would be a noteworthy upgrade as it's been a common complaint logged against so-equipped GM vehicles. In back, design elements get sharper edges, and the taillights switch to slimmer LED units. Designers have hidden the single exhaust outlet on the lower three trims with the base, 197-horsepower 2.5-liter engine. It appears that choosing the optional, 252-hp 2.0-liter engine will be identified by dual rectangular exhaust finishers instead of the round tips of previous years. Exterior colors hold steady at six, but Midnight Amethyst Metallic gives way to Satin Steel Gray Metallic, and the current 19-inch wheels get replaced with two new designs. New Buick Verano testing in Germany

A refresh to Buick's popular Verano sedan appears to be nigh, thanks to these spy photos that show the tweaked four-door testing in Germany.
As with the current Verano, the refreshed model will have a great deal in common with its European platform-mates, the Vauxhall/Opel Astra. Each car rides on General Motors's Delta II platform. Unlike the current car, though, the refreshed model's styling could lean more heavily towards its European roots, if these photos are any indication.
Despite its commonality with the Astra Sedan, the Verano has featured its own unique styling since arriving in the US back in 2011 as a 2012 model, with distinct fascias at both the front and back, as wells its own headlight and taillight designs. The two cars were still rebadged vehicles, but it was more subtle than it will be in 2015, when the refreshed Verano arrives. Astra-like elements are expected to dominate, particularly in regards to the headlights and taillights. That said, trademark Buick styling features will remain, like the waterfall grille. Really, then, the 2016 Verano won't be unlike the Regal - a rebadged Vauxhall/Opel Insignia, aside from a few very small styling details.
