GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. 2016 Buick Cascada convertible isn't afraid of Detroit's snow

It's the great irony of introducing a convertible in Detroit – while the assembled media might look at the car and imagine warm weather and clear skies, the atmosphere outside is anything but. Such was the case Sunday as Buick rolled out the 2016 Cascada in Detroit's Eastern Market. Snow didn't dampen the atmosphere, though, as we clapped eyes on the sleek, Astra-based convertible for the first time. While this is far from the first product Buick has borrowed from General Motors' European operations, unlike previous vehicles, changes for the Cascada were kept to a minimum. There is no waterfall grille or four-way portholes, which Buick was sure to install when converting the Insignia and Mokka to the Regal and Encore. Then again, neither of these styling treatments were really necessary, as the Cascada remains a handsome and stylish offering. Its cabin is typical of other Buicks, and features a few too many buttons on the center stack. Still, a thick-rimmed, flat-bottomed steering wheel, similar to what's found in the Verano, is both attractive and functional, while the perforated leather seats looks quite comfortable, as well. Buick Regal, Hyundai Sonata

Toyota is ramping up production of an all-new 2018 Camry and spending over $1 billion – with a "b" – at its Georgetown, Ky., plant. That investment speaks to the popularity of midsize sedans, despite sales inroads made by crossovers. While Accord and Camry are givens in the segment, less attention is paid to Buick's Regal and Hyundai's Sonata. And if shopping for a midsize sedan with a $30,000 budget, you should pay attention. Both offer a compelling combination of attributes and can be well equipped for that price point. Finally, both are due for either a major redesign (Regal) or aggressive freshening (Sonata) in the 2018 model year. Both Buick and Hyundai will be offering incentives 2017s, but Hyundai's program is more aggressive, with up to $6,000 in savings (as this is written). BUICK REGAL: For those seeking exclusivity at well below an "exclusive" price, there is the Regal. Designed by GM's Opel as the Insignia, the version sold stateside keeps most of its Eurocentric nature. It doesn't pretend to be an Audi or BMW, but it provides something more German than Volkswagen's Germany-by-way-of-Tennessee Passat. A Regal, in all-wheel-drive 'Regal' trim, supplies you with a turbocharged 2.0 liter and 6-speed automatic transmission. Its 259 horsepower and 295 pound-feet of torque propel the 3,600-pound Regal with authority and respectable efficiency. Despite its relatively low curb weight, the Regal feels substantial, with a heavy feel behind the wheel and a quiet authority going down the road. Inside, you'll find an interesting mix of Old World and New Detroit, with informative gauges, a center stack that dominates the instrument panel, supportive buckets up front and a reasonably spacious rear seat. The Regal's interior volume is respectable (97 cubic feet inside, while the trunk has 14 cubic feet), but this remains a better environment for young families or empty nesters. Those with a lot of kids or stuff should shop Buick's about-to-be-redesigned Enclave or midsize Envision. For the 2017 model year, Apple CarPlay and Android Auto have been added. The Driver Confidence 1 package (optional) includes Forward Collision Alert, Lane Departure Warning, Lane Change Alert, Side Blind Zone Alert, Rear Cross-Traffic Alert, Following Distance Indicator and memory seats. Driver Confidence 2 has Collision Preparation with Collision Mitigation Braking and Full Speed Range Adaptive Cruise Control. It's all good stuff.
