U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

2018 Buick Regal TourX starts right around $30,000

The all-new Buick Regal is coming, and it's ditching the sedan bodystyle in favor of two liftback variants. This week, CarsDirect reported pricing on the more interesting of the two, the Regal TourX. While we're waiting on an official confirmation from Buick, at $29,995 (presumably before destination), the lifted-wagon will significantly undercut competitors from BMW, Volvo, and Audi. With standard all-wheel drive and a powerful turbocharged inline-four, the Regal TourX has the potential to steal som sales from the Europeans. CarsDirect bases its report on the latest Buick order guides. All versions of the Regal TourX come with all-wheel drive and a turbocharged 2.0-liter inline-four making 250 horsepower and 265 pound-feet of torque. The only available transmission is an eight-speed automatic. Push-button start, active-noise cancellation, and 18-inch wheels are part of the package. The Regal TourX Preferred bumps the price to $33,575. For the extra few hundred dollars, you get an auto-dimming rearview mirror, leather-wrapped steering wheel, power driver's seat, and door sill plates. There are also more colors available than on the base model. Further options include a $1,240 driver's assistance package with blind-spot monitoring, rear park assist, and cross-traffic alert, and a $1,200 panoramic moonroof. A fully loaded, top-trim Regal TourX rings in at $38,860. Direct competitors are difficult to name. The pricing is above something like the Volkswagen Golf Alltrack, but far less than the Audi A4 Allroad, Volvo V60 Cross Country, or a BMW 3 Series wagon. It ought to offer more power and refinement than a Subaru Outback, but we'll have to wait to drive it before we can make a final call. 2022 Buick Enclave reportedly getting Black Accent package

Buick's updated Enclave crossover will go on sale later in 2021 with a revised design and a longer list of standard features. When it lands, it will reportedly be offered with a dealer-installed blacked-out appearance package. Enthusiast website GM Authority learned the optional Black Accent package will consist of black mesh inserts in the grille and black trim on the hatch; these bits are bright in the standard 2022 Enclave (pictured). They'll be installed by the selling dealer, meaning the Enclave won't leave the factory with the Black Accent package, and the bundle has been assigned Regular Production Option (RPO) code PDM; every General Motors option gets an RPO code. Not all trim levels will be eligible to receive the Black Accent package. It'll be available on the Premium and Essence trim, according to the same source, but it will not be compatible with the range-topping Avenir trim. Additionally, buyers won't be able to tick the Black Accent box if they've also selected the Essence trim's Sport Touring Edition package or the Luxury Package that can be fitted to the Premium and Essence trim levels. Pricing information isn't available yet, though the package will reportedly not be available at launch. Buick hasn't commented on the report, and it hasn't announced plans to make a Black Accent package available on the Enclave.
