U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

2018 Buick LaCrosse Avenir gets dash of flash

The 2018 Buick LaCrosse Avenir continues the rollout of the top-trim Avenir line, joining the Enclave. They use the same strategy: package some extra features as standard and give the vehicles more design flair. On the outside, the LaCrosse Avenir gets shiny chrome mesh grilles and Avenir badging, just like the Enclave. Two types of wheels are available on the LaCrosse, either 19-inch pieces finished in "Pearl Nickel" or 20-inch versions finished in "Midnight Silver." Inside, there is exclusive chestnut brown leather interior. The Avenir logo is stitched into the headrests of the seats and is displayed on the door sill plates. Aside from the visual tweaks, the Avenir trim adds a bunch of standard features. Among the convenience items are navigation, a sunroof and a Bose sound system. It also features the nine-speed automatic transmission hooked up to the 310-horsepower V6. But items such as the trick all-wheel-drive system and continuously adjustable suspension are still options. Pricing hasn't been announced yet, but expect it to be more than the $42,090 of the next highest-trim LaCrosse Premium with the V6. And Buick expects it will sell plenty of these cars, since it also revealed that 90 percent of LaCrosse buyers choose the top two trims out of the four available. Buick Envision arrives in US next year

In a detailed piece on what General Motors has planned for the Buick brand stateside, Automotive News reports that the Envision will finally come to the US a little more than a year from now, in the latter half of 2016. The size gap between the small Encore and the large Enclave is a perfect fit for the Chevrolet Equinox-sized Envision. Assuming this actually happens, it should excite both customers and Buick dealers. In China, the Envision uses a 2.0-liter turbocharged four-cylinder with 256 horsepower and 260 pound-feet of torque, mated to a six-speed transmission. Before then, dealers sales forces will be preparing for the Cascada convertible, expected in Q1 next year. Later in 2016, around the same time as the Envision gets here, we can expect a redesigned Verano sedan. AN says it "should grow in length and interior roominess, similar to the Chevy Cruze," but the Verano already roughly matches or exceeds many Cruze dimensions. The Chinese-market Verano that premiered at the Shanghai Motor Show earlier this year probably holds some clues to what we'll see, but our version might not be an exact copy. A redesigned, lighter, and slightly larger LaCrosse will be right there with it. In 2017 the redesigned Regal appears. Following the trend, it also gets larger, but that's required because it needs to be more distinct from that larger Verano. AN suggests a new base engine will go in the Regal, perhaps something as small as the 1.5-liter turbo being lined up for the 2016 Chevy Malibu. At the other end, executives are said to be considering importing the diesel Opel Insignia wagon for the Regal lineup. If they bring the manual over, auto scribes will probably take the day off when the first one arrives, and make it an industry holiday.
