Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Couple arrested after carjacked Jaguar breaks down

A couple that played musical chairs with allegedly stolen luxury cars was arrested in suburban Salt Lake City following a carjacking and police pursuit after one of the cars drove over a “stop strip” tire deflater and the other was a Jaguar suffering from mechanical problems. Police arrested Brock Hansen, 33, and Brittney Price, 23, on Sunday in Taylorsville, Utah, following the incidents, which were reported by local media and spotted by Jalopnik. They began, police say, when an officer out on patrol spotted what he suspected was a stolen BMW. The officer began to trail the car to run the license plate numbers when the BMW came to a stop to pick up a man, later identified as Hansen, who was walking on the street. The officer then continued to follow the car, was able to confirm that the BMW was, in fact, stolen, and called for backup. Police at one point used a stop stick — a triangular tube filled with tire-puncturing nails — to try and stop the duo, but Price instead made a U-turn after driving over it and continued on with a deflated tire. She eventually pulled into a gas station, where surveillance footage shows Hansen exiting the vehicle, walking over to what appears to be a Jaguar X-Type sedan whose driver was standing at the pump, climbing nonchalantly into the drivers seat and taking off, following the stolen BMW. Price eventually stopped and exited the BMW to try and get into the Jaguar but was apprehended by police after a brief foot chase and scuffle that left an officer injured, KSL-TV reported. Hansen then took off and led police on a chase — “at relatively low speeds,” according to ABC4.com — before he stopped the car and surrendered to police without a fight. Both were taken to jail. “What we learned from the owner of that Jaguar is that heÂ’s been having some issues with that Jaguar and he believes that the Jaguar just wasnÂ’t going to go anymore and was bogging down Â… so may have picked the wrong vehicle to try and run from the police in today,” Unified Police Department of Greater Salt Lake Sgt. Melody Gray told ABC4.

BMW i8 official images leak ahead of Frankfurt [w/video]

The new BMW i8 plug-in electric supercar isn't set to make its official debut until September 10, when it will glide onto the Frankfurt Motor Show stage amidst a sea of flash photography. Of course, that isn't so true in today's world, where debuts are always preceded (often carefully) by "leaks."
Take this trio of images of the BMW i8 - there's just enough of the exterior on display in the profile shot to draw attention, without showing important styling points that might be present on the front or back of the car. The same goes for the video attached below. The cabin shot is cool, but isn't particularly earth-shattering when it comes to BMW interiors. As for the skeletal shot, we can see the 1.5-liter, turbocharged engine positioned between the rear axles, the battery pack found in what would be the transmission tunnel and the front-mounted electric motors.
