Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW adds on-street parking to DriveNow carsharing in SF

BMW is putting a new spin on the concept of the San Francisco treat. The German automaker cut a deal to clear out 80 street-parking spaces for its DriveNow car-sharing program in the notoriously parking-constrained City by the Bay. Bimmer is also more than doubling its all-electric ActiveE car-sharing fleet in San Francisco to 150 vehicles from 70. Starting later this month, customers will be able to access the DriveNow website or app to find, reserve and park the electric Bimmers on certain streets in San Francisco's Mission district. Once the car is ready to be turned back in, the vehicle's in-car screen will also indicate what "drop-off" zones the driver can use to end the reservation. It's all very high-tech, and BMW is looking to expand the program to other San Francisco neighborhoods like Bernal Heights, the Haight, Noe Valley and Potrero Hill. There's also a contest for users to name the 80 new vehicles, but it involves a really complicated lettering system. "New" here means new to DriveNow, since these ActiveE electric vehicles are really those that were, until recently, used by the Electronauts in BMW's EV leasing program. Since those leases are ending, the cars need to go somewhere. We think carsharing is a great home for them. BMW, which also runs DriveNow in the German cities of Berlin, Hamburg, Cologne, Munich and Dusseldorf, said in March that it was looking to add the service to as many as 15 more cities in Europe as well as another 10 in the US. DriveNow members will have the opportunity to name the 80 electric vehicles in a two-week social media challenge.

BMW X4 M40i spotted testing in Germany

The stream of segment-busting BMW variants is showing no signs of letting up, and with the latest addition now upon us, questions have been circulating as to whether the Bavarian automaker would do an M version of the new X4 crossover. The jury may still be out on that proposition, but the latest intel suggests that, while a full-on X4 M may not be in the cards, a next-best-thing X4 M40i is in the works. And that appears to be what we're looking at in this fresh batch of spy shots.
Spotted for the first time undergoing testing in Germany, this X4 is tipped to be the next addition to the M Performance line that's already given us near-boiling models like the M135i and M235i on the one hand and the diesel-powered M550d, X5 M50d and X6 M50d on the other. Power in this case is tipped to come from the same 3.0-liter turbo six as the upcoming M2, producing between 360 and 380 horsepower.
Unlike the current top-of-that-specific-line X4 35i, which has two tailpipes on one side, this partially-camouflaged prototype has one pipe protruding from each corner of the rear bumper, but looks like it could easily accommodate twin pipes on both sides. Expect commensurate suspension, brake, rolling stock, aero and trim upgrades to come as part of the package, though they likely won't be quite as substantial as those applied to the X5 M and X6 M.
