Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW preparing new M4 GTS with water injection

Last month, BMW revealed a new safety car for the MotoGP series. Only instead of just taking one of its production models and giving it some flashing lights, special livery and emergency equipment, the Bavarian automaker used the specially equipped M4 to showcase a new water injection system. And now word has it that the tech is being worked into a new M4 GTS. The system sprays water into the combustion chamber in order to lower the temperature of the air and increase the engine's efficiency, thus allowing it to produce more power without overheating, and relying less on ambient temperatures. It does require refilling a 1.3-gallon water tank in the trunk, though. According to Car and Driver, it's that same system that BMW will be installing in the new M4 GTS, taking the place of previous M3 GTS specials. If precedent is anything to go by, the M4 GTS will also be stripped of excess weight and feature a tighter suspension, stickier tires and more, in order to make BMW's muscle coupe even more hardcore and focused for the track. We could be looking at a debut as early as Pebble Beach in August.

BMW makes the M4 extra special with a huge wing

BMW has all of the bases covered in its lineup, especially when it comes to its 4 Series models. Don't like going to the track? There's the BMW 430i and 440i, which are available as a coupe and gran coupe. Drivers looking for a track-friendly car that can also be used on the road will be steered toward the M4. BMW even built the hardcore M4 GTS for drivers that spend all of their time on a track. Now, it looks like BMW is trying to bridge the gap between the M4 and the M4 GTS with a special-edition model. Our photographers caught BMW testing an M4 with some extreme aerodynamic components around the Nurburgring. With its aggressive front end, massive wing, and sporty rear diffuser, the prototype M4 appears to be similar to the special-edition M4 Competition Sport that BMW released in Spain. The Spain-only special edition was marketed as a softer version of the M4 GTS with less power and usable rear seats. With a similar look and visible rear seats, this prototype indicates a similar track-focused special edition model. Since the M4 is only a few years old, it's unlikely that BMW is testing a new model, but the automaker could be testing aerodynamic components for a refreshed model down the road. A cheaper, more usable M4 GTS, though, would be the perfect car to round out BMW's current lineup. Related Video:
