Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW bringing two new concepts to Pebble Beach

BMW has announced that it will reveal not one, but two new concept cars during Monterey Car Week next month. The Bavarian automaker released this teaser image in conjunction with the announcement, showing what looks like a rather racy steering wheel to suggest that at least one of those concepts will be focused on performance. The signature red and blue stitching on the wheel and the participation of the M division's R&D chief in the press conference also hint at its nature. We're intrigued, though, by some of the buttons on the wheel with labels like "Flash," "Cool," and "PSL." The Roundel marque has been known to create concept cars to showcase at classic car concours, but they're more often presented at the Concorso d'Eleganza Villa d'Este that BMW has supported for over a decade on the shores of Italy's picturesque Lake Como. That's where BMW revealed in recent years the 3.0 CSL Hommage, the Pininfarina Gran Lusso, and the Zagato Coupe concepts (to name just a few). It did, however, follow up on the latter with Zagato Roadster concept at Pebble Beach that same year. We might project that at least one of the concepts would represent another brand affiliated with BMW – like Mini, Rolls-Royce, or BMW Motorrad. However the announcement below seems to indicate fairly clearly that they'll both be "concept cars" (not bikes), and that they'll be presenting the BMW brand itself (not another from the group). The show cars are also likely to veer more toward the design-study end of the spectrum than previewing any specific upcoming production models, and we wouldn't be surprised if the two arrived as a matching pair of sorts. BMW's California-based Designworks studio is also likely to have played a key role in at least one of the projects. But to find out more, we'll have to wait for the press conference on August 13 in the BMW Villa at Pebble Beach. The concepts will subsequently make the rounds of key Monterey events, including The Quail, the Legends of the Autobahn Concours d'Elegance, the Rolex Monterey Motorsport Reunion, and of course the headline Pebble Beach Concours d'Elegance. Audi S3 pitted against BMW M135i in track battle

Audi and BMW have long been enemies on both the road and the track, with their respective M and S/RS lines duking it out to the delight of auto enthusiasts everywhere. In this video from Evo, two of the rivalry's newest combatants take to the track - the Audi S3 and the BMW M135i.
The new Audi S3, which is finally coming to America, throws down with a 2.0-liter, turbocharged four-cylinder. 290 horsepower and 280 pound-feet of torque are deployed to a Quattro all-wheel-drive system via a six-speed, S-Tronic dual-clutch transmission, allowing the five-door Audi to scamper to 60 in under five seconds.
The BMW, which Americans will know as a long-roof version of the new M235i Coupe, comes to the track with 320 ponies and 331 lb-ft of torque. That's a good bit more than the Audi, but the M135i has only two wheels to send its power to, an eight-speed single-clutch automatic (a six-speed manual is available) and a slightly higher curb weight.
