Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW bringing X3 diesel, X5 PHEV concept to New York

We've seen the i3 and i8 plug-in vehicles at plenty of BMW auto show stands these past few years. At the upcoming New York International Auto Show, the automaker will spread out a bit by showing off both new diesel and plug-in hybrid SUVs. Bimmer will showcase its diesel-powered X3 vehicle, which starts sales this spring as a 2015 model, and a concept plug-in hybrid X5 SUV. There are lots of figures to digest for what will be called the X3 xDrive28d. The vehicle will be powered by a 2.0-liter four-cylinder twin-turbodiesel engine that will deliver 180 horsepower and 280 pound-feet of torque. Propelled in part by an eight-speed automatic transmission, the SUV will be able to go from 0 to 60 miles per hour in about eight seconds. It will be priced with an MSRP of $42,825, which is represents a $3,500 premium over the base X3. BMW hasn't made fuel efficiency figures available, but they should be a nice improvement over the base X3's 24 mile per gallon fuel-efficiency rating in the US. Bimmer is also supposed to bring the X5 eDrive concept plug-in hybrid stateside. We saw it in Frankfurt last fall and then in some on-the-road spy shots more recently. The SUV pairs a 245-horsepower four-cylinder gasoline engine with a 95-horsepower electric motor, and will be able to go as fast as 75 mph and as far as 20 miles on electric power alone. BMW says fuel efficiency will be about 62 miles per gallon, per the more lenient European Union test cycle. That's more than double the current diesel powered X5's 26 combined mpg rating handed out by the EPA. And the model's 0-60 time is less than seven seconds. Revised 2015 BMW 6 Series family shows its tweaked face to the world [w/video]

BMW is unwrapping refreshed versions of its luxurious 6 Series family for the 2015 model year, and the range features some styling tweaks inside and out, along with new standard tech. The biggest change for 2015 is a redesign at the front end to make the 6 look even sharper than before. Only BMW superfans might notice one of the reasons why, though. There are now nine slats in the kidney grille instead of 10 to create larger openings. In addition, all versions get standard Adaptive full-LED headlights with a slightly more angular shape. They're joined by new side mirrors with integrated indicators in thin strips of lights. Lower down, a revised front air dam boasts a tweaked design and LED foglights at each top edge. Updated side window surrounds are exclusive to the four-door model and feature the Gran Coupe name embossed into them near the rear doors. Buyers of any of the models can choose among a palette of new colors including: Jatoba metallic, Cashmere Silver metallic, Glacier Silver metallic, Mediterranean Blue metallic and Melbourne Red metallic. For 2015, the interior revisions are subtle. There's high-gloss black trim covering the center console, and LEDs are used for some lighting. Navigation, heated front seats, two-zone climate control, dynamic cruise control and heated exterior mirrors all come standard for all models, though. If the regular leather doesn't suit you, then there are now Ivory White/Black and Cognac/Black two-tone Nappa options. Mechanically, the 6 Series family carries over from last year. That gives the 640i a turbocharged 3.0-liter inline-six making 315 horsepower and the 650i a turbo 4.4-liter V8 with 445 hp. The M6 carries over its 560-hp version of the V8, too. Standard models get an eight-speed automatic with optional all-wheel drive, and the M has a seven-speed dual-clutch. If all this isn't enough for some buyers, there are also two new optional packs. The Black Accent Package adds high-gloss black parts for the grille, window surrounds and pipes, plus includes Cognac/Black leather inside with wood trim. The M Sport Edition brings an M body kit, steering wheel and 20-inch wheels, along with cabin additions like a leather dashboard, ventilated seats and soft-close doors.
