Berlin demanding costly German recall of 12 million diesel cars

BERLIN - Germany's Transport Ministry is in talks with car manufacturers about updating the engine management software of up to 12 million diesel vehicles, people familiar with the talks told Reuters on Monday. The cost of updating cars could amount to as much as 1.5 billion to 2.5 billion euros ($1.7 billion to $2.8 billion), and the ministry is demanding that vehicles with engines conforming to the euro-4, euro-5 and euro-6 standards be part of the recall, government sources said. The German government has demanded that the auto industry shoulder the costs of the update and is pushing for a solution to be presented before German elections on Sept. 24. The ministry is in talks with German auto industry associations VDA and VDIK as well as representatives from local governments to try and cut nitrogen oxide pollution by about 25 percent, the sources said. The talks come amid growing opposition to diesel in the wake of an emissions cheating scandal at Volkswagen. Several European cities including Stuttgart and Munich have considered banning some diesel vehicles because of emissions of nitrogen oxides, which are blamed for causing respiratory disease. Daimler, Toyota, BMW to lead $10-billion hydrogen investment

Daimler, BMW, and Toyota are leading a group of 13 companies pledging to invest more than $10 billion during the next five years to spur enough infrastructure-building and technology advancements to get more of the general public to buy hydrogen fuel-cell vehicles. The automakers, which also include Honda and Hyundai, as well as companies such as Shell, AirLiquide, Linde Group, and Total SA, are part of what they're calling the Hydrogen Council. The group made its announcement in Davos, Switzerland, on Tuesday. The Hydrogen Council will pledge to accelerate its rate of hydrogen-related investments, which currently stand at about $1.5 billion annually. The coalition says its work represents a continuation of the 2015 Paris Agreement, in which many of the companies agreed to address the issue of climate change. The group says that hydrogen, which emits water vapor when used in fuel-cell vehicles, "can play an important role in the transition to a clean, low-carbon, energy system." The Hydrogen Council also vowed to push global governments to accelerate public investment in hydrogen-related infrastructure. Relative to other drivetrain technologies, hydrogen fuel-cell vehicles are in their relative infancy in terms of adoption because of the high cost of both building fuel cell vehicles and setting up a hydrogen-refueling infrastructure. Toyota is the only automaker that sells a production fuel-cell vehicle in the US. The Japanese company, which introduced its Mirai domestically in late 2015, sold 1,034 of them in the US last year. Daimler subsidiary, Mercedes-Benz, used Tuesday's announcement to remind people that it would start selling its GLC plug-in hydrogen fuel-cell crossover this year. There are only 33 publicly accessible hydrogen refueling stations in the US, including 30 in California, and one each in Connecticut, Massachusetts, and South Carolina, according to the US Department of Energy. By comparison, there are more than 15,000 electric-vehicle charging stations with almost 40,000 outlets in the US. FCA joins BMW, Intel and Mobileye on autonomous car project

Today, BMW, Intel and Mobileye announced that FCA would be joining their effort to build a sharable and scalable platform for autonomous cars. This project has been moving ahead full steam, with Intel purchasing Mobileye earlier this year, not long after Tesla and Mobileye parted ways. Not long after that, parts supplier Delphi joined the autonomous effort. The group's current goal is to have 40 autonomous test vehicles on the road by the end of 2017. The eventual end game is to create a new architecture that each partner can use and adapt to its needs. The platform will support level 3 to level 4/5 automated driving, and can be adapted to suit brand identity. The main headquarters for the effort will be in Germany. FCA staff will join the already established group of engineers from BMW, Intel and Mobileye. The group expects this new platform to hit the streets by 2021. It's unclear how this will affect FCA's relationship with Waymo, Alphabet's autonomous vehicle project. Waymo currently uses modified Chrysler Pacificas for its fleet. In addition to FCA, the trio of BMW, Intel and Mobileye have extended an invitation to any other automakers and suppliers that want to join the project.
