Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Renderings may show upcoming BMW 4 Series Gran Coupe

We've already shown you spy images of the latest member of the BMW Gran Coupe family, the 4 Series Gran Coupe. Following the trend of the larger 6 Series Gran Coupe, the 4 Series variant grafts a spare set of doors onto its two-door body.
Now, the f30post forum has come up with what it says are patent drawings of the new 4GC (originally from Chinese site Autohome.com), giving a glimpse of what the coupe-sedan-thingy looks like without its camo in the way. What we're seeing is seemingly a mix of the 3 Series GT (noticeable around the rear window) with the larger Gran Coupe styling, while retaining the current 4 Series front end.
We can't say it looks great, but as these are merely renderings, it's far too early for us to come to a final conclusion on the overall look of the 4 Series Gran Coupe. Two-box BMW X2 breaks from X4 and X6

Our first batch of BMW X2 spy photos has revealed something interesting about the German brand's newest compact CUV. Unlike the even-numbered X cars – the X4 and X6 – these shots show a traditional two-box CUV, rather than the plunging roofline of those lifted, four-door coupes. With a two-box design then, what is there to differentiate the X2 from the X1? For a start, while this is a similar to the X1 shots we've seen, the D-pillar and rear window are significantly more aggressive without compromising the traditional CUV design. That design backs up our spies, who claim the X2 will be a sportier version of the upcoming X1. But while the look will be similar, expect the two cars to share powerplants and drivetrains. That means the four-cylinder B48, used in both the Mini Cooper S and other BMW products, will be on offer at launch. That engine will be joined by turbocharged triples within the first 12 months on the market. An M Performance model will also be offered, boosting the B48's output from around 230 horsepower to an even 300 ponies. That'd put the X2 on a collision course with the Audi RS Q3, although it won't be quite as angry as the Mercedes-Benz GLA45 AMG. While the X2 could debut as early as the 2016 Geneva Motor Show, our spies claim the X2 won't hit dealerships until the second half of 2017.
