Rolls-Royce Cullinan and BMW 8 Series spied south of Death Valley

Recently, we've stumbled upon a number of manufacturer prototypes running around. Usually, spy photographers sit and wait for hours with cameras primed in order to get a few shots of a car. We just got lucky. First, we caught the new Chevy Corvette ZR1 convertible during a Facebook Live video. A week or so later McGraw snapped a video of a ZR1 coupe cruising in his neck of the woods. Today, our ace photographer Drew Phillips caught a BMW test fleet filling up the new Rolls-Royce Cullinan and 8 Series coupe in Baker, Calif. Baker sits along Interstate 15, about halfway between Los Angeles and Las Vegas. It's just south of Death Valley, and, being late August, suggests that BMW was doing some hot weather testing. Drew was filling up his car when the fleet rolled in. There were at least two of the new king Rolls and a single 8 Series. Both cars were wearing a full swirl camouflage wrap. It's not an uncommon place to see prototypes. Still, seeing a whole fleet roll in is quite a sight. We've seen official photos of the Cullinan before, but these pictures give us our best view of the profile and rear we've had so far. From a distance, it looks like a high-riding version of the new Phantom with a hatch in place of the trunk. The taillights are obviously just filler units. Expect the final version to look very much like the squared off LED units on the Phantom. Likewise the interior and engine should be straight from the Phantom. That means a twin-turbocharged V12, though power is likely to be sent to all four wheels. We've seen the full BMW 8 Series concept a few times now. The proportions on the production car look the same, with a long hood and even longer wheelbase. The nose isn't quite as aggressive as the concept, but we expected the styling to be toned down to meet crash and safety standards. As for engines, look for six, eight and (hopefully) 12-cylinder power under the hood. A plug-in variant is also expected. Both cars have been in development for a long while, so look for full debuts sometime this auto show season. Maybe we'll happen upon some more test mules between now and then. Related Video:

Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: BMW tests AdBlue pumps, Drivr is a Tesla taxi service

BMW is testing AdBlue pumps in Germany. AdBlue fluid is used to remove NOx from diesel exhaust, and it is stored in its own tank within the vehicle. Filling AdBlue is easy enough for drivers to do it themselves, and with the proliferation of diesel vehicles in Europe, a pump filling system could make more sense than using the current hand-held containers. BMW is testing AdBlue pumps at three fueling stations in Munich and Berlin to help develop further AdBlue dispenser technology. Read more at Green Car Congress. Drivr Green Personal Transportation is a Tesla taxi service in Cincinnati. Two former employees of Tesla Motors founded the startup, which bills itself alongside ride-hailing services like Uber and Lyft. Customers book a ride online, and are picked up by a Tesla Model S. The ride costs $2.50 per mile with a $15 minimum. Drivr currently operates three cars with seven drivers, with plans to lease another 10 Teslas and employ up to 30 drivers. Ford is opening a research and development facility in Silicon Valley. The Ford Research & Innovation Center, which will be located less than three miles from Tesla Motors headquarters in Palo Alto, California, is expected to be one of the automotive industry's largest R&D facilities. "We're driving to be both a product and a mobility company, and ultimately to change the way the world moves," says Ford CEO Mark Fields. Read more at Automotive News. Law firms advising Fisker Automotive have been denied a $2.50-million fee enhancement in the car company's bankruptcy. Brown Rudnick LLP and Saul Ewing LLP were denied the extra fees, as a Delaware bankruptcy judge ruled there is "no evidence" that the firms provided anything more than what they originally expected. In denying the fee enhancement, the judge cited a "very high bar" for such awards. Read more at Law360.
