Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW intros Concept M4 GTS ahead of Pebble Beach debut

Meet the BMW Concept M4 GTS. Coming to this weekend's Pebble Beach Concours d'Elegance, the new high-performance coupe gets both performance and aesthetic upgrades as it previews a higher-performance version of BMW's two-door darling. The headlining item is the new water-injection system. As previously reported, the setup draws from a 1.3-gallon water tank and was pioneered by the M4 Safety Car used in the MotoGP series. The new system injects water directly into the plenums of the intake manifold, where it is vaporized. The result is a lower compression temperature in the combustion chamber, which according to BMW means more horsepower and torque. You can get a broader explanation in the attached press release. Beyond the water-injection system, the M4 GTS will get OLED taillights. Their function sounds very German – "producing full-surface and homogenous illumination" – but we simply prefer the impact they've had on the look of the rear lights. It's markedly different than anything else in the BMW suite. There is a mix of aesthetic and performance upgrades to the normal M4 exterior, too. BMW has fitted manually adjustable aerodynamic aids, with a new chin splitter and a prominent rear spoiler. Both items are, unsurprisingly, made from exposed carbon fiber. BMW also turned to composites for the hood, opting for carbon-fiber-reinforced plastic. We're particularly fond of the M4 GTS' wheels. They're absolutely stunning staggered hoops, with 19-inchers in front and 20s in back. The 666M style, as BMW calls them, feature Acid Orange accents that really play well with the Frozen Dark Grey paint (although they clash quite badly with the yellow calipers on the carbon-ceramic brakes). BMW i introduces home energy storage using i3 batteries

What happens when you take the battery out of a BMW i3 and put it into a grid-connected box? According to BMW, you get a home energy system that, "integrates seamlessly with charging stations and solar panels." It should also give i3 owners a bit more value out of their used cars, if BMW ever explains how they can sell their cars or the batteries back to the company for use in a system like this. Announced at the EVS29 event in Montreal today, BMW's stationary energy storage system solution uses i3 batteries to store excess electricity when available for use in power outages or when demand is high. While the system uses new 22- or 33-kWh i3 packs now, it "can be expanded to incorporate 2nd Life Batteries as they become available in the market." BMW says that the average US household used 15-30 kWh of electricity a day in 2014, so the BMW's packs would hold enough juice for a day or two, depending on the situation. Currently, BMW is testing out repurposing used Mini E batteries in a solar electric grid system at the BMW Group Technology Office in Mountain View, California.
