Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." We're not sure which spec we're most intrigued by for the new BMW M3 and M4: the twin-turbo six-cylinder with 430 horsepower and "far beyond" 369 pound-feet of torque, the 3,300-pound curb weight or the standard six-speed manual transmission with automatic throttle blipping on downshifts. That engine is fitted with both Valvetronic and Double-Vanos, twin-wire arc-spray coating in the cylinders instead of liners to save weight, a track-ready cooling system with additional radiators, a forged crankshaft, dry-sump lubrication and a magnesium oil sump. BMW says its "high revving concept" has a redline beyond 7,500 rpm.
In the M4, it will be pulling a coupe with "a weight of just under 1,500 kilograms," which is 3,300 pounds to you and me. That number is said to include no driver and 90 percent fuel, but we're still waiting on the exact number and specs. BMW says it's "around 80 kilograms lighter than a comparably equipped predecessor model," putting the power-to-weight ratio at something like 7.68 pounds per horsepower at the same time as it helps reduce fuel consumption by 25 percent. The use of carbon fiber reinforced plastics (CFRP) for the roof, drive shaft (with no center bearing), trunk and front strut brace, and forged aluminum for suspension components, have aided in the weight loss. This time around, the sedan - the M3 - will also get a CFRP roof.
The default option will be a six-speed manual.

From the sounds of it, BMW will be showing off a production-ready concept previewing the M4 next month at the Pebble Beach Concours d'Elegance, but until then, we have some new spy shots of the performance coupe being tested at the Nürburgring, along with its four-door counterpart, the M3.
Despite all the camouflage, it doesn't take much imagination to picture what both cars will look like, since we can clearly see the more aggressive front fascia and beefier brake setup. One interesting element we see on both cars is a double bubble roof that is almost certainly made from carbon fiber. Based on our report earlier, both the M4 Coupe and M3 Sedan are expected to debut at the 2014 Detroit Auto Show.
